REQUEST FOR BID <br />PROPOSAL - MAMA <br />PAGE SEVEN <br /> <br />Provide recommendations on the composition of a <br />job evaluation committee to evaluate benchmark <br />jobs; provide recommendations on the <br />composition of job evaluation committees to <br />evaluate nonbenchmark jobs in individual <br />cities. Should the committee which is to <br />evaluate benchmark jobs be part of the <br />decision-making regarding the selection and <br />weighting of compensable factors? <br /> <br />Describe the training to be provided by the <br />consultant for the job evaluation committees. <br /> <br />Describe procedural controls to be implemented <br />in order to minimize evaluation biases. <br /> <br />Describe the process for evaluating a single <br />job (illustrative of the process of evaluation, <br />as distinguished from method and criteria to be <br />used). <br /> <br />Provide sample materials as considered <br />appropriate to provide illustrative information <br />regarding: compensable factors, degree <br />statements, the point system, evaluation <br />process, training materials, etc. <br /> <br />Determinin~ External Comparability: <br />Salary and Fringe Benefit Survey <br />and Analyses <br /> <br />Define and describe wage/salary information and <br />fringe benefit information to be collected on <br />approximately 25 benchmark jobs· <br /> <br />2. How would such data be analyzed to determine <br /> cost of total compensation? <br /> <br />Describe techniques for identifying the <br />appropriate labor market for each benchmark job <br />and sampling techniques for selection of <br />private sector organizations having comparable <br />jobs. (DCA Stanton annual salary and benefits <br />survey and other possible sources of available <br />public sector data will be provided by MA~A,) <br /> <br /> <br />
