-2- <br /> <br />Evidence that an adequate delivery mechanism is available for the pro- <br />posed program (e.g., if the con~nunity is not, ttself, an eligtble <br />lender, then lender con~nttments to process the loans are necessary). <br /> <br />6. The specific amount of funding requested, which may not exceed <br /> $500,000. <br /> <br />Seiectton Process: <br /> <br />A. All applications will be evaluated to determine whether they meet the following <br /> basic requirements before they will be considered for selection: <br /> <br /> 1. The proposal may not exceed the maximum co~itment level of $500,000. <br /> <br /> 2. The proposal must clearly demonstrate the need for the type of program <br /> proposed. <br /> <br /> 3. The proposal must demonstrate that the program proposed is financially <br /> feasible. <br /> <br />4. The proposal must contain evidence that appropriate arrangements have <br /> been made to deliver the program. <br /> <br />Those applications which meet the basic requirements will be further evaluated <br />to determine if they meet any of the additional criteria listed below. A' <br />proposal will receive 1 bonus point for each of the additional criteria it <br />addresses. <br /> <br />1. Program proposes to require energy audits and the installation of <br /> energy conserving measures as a condition of receiving a loan. <br /> <br />Program proposes to target funds to a specific geographical area in <br />conjunction with other housing rehabilitation programs. <br /> <br />Up to 50% of the funds available will be awarded to proposals which receive <br />bonus points. Proposals with the most points will receive priority in selection. <br />In the event that there are more proposals than funds available, proposals with <br />equal numbers of points will be selected by lot. Those proposals not selected <br />will be eligible for lottery selection for the remaining 50% of the funds. <br /> <br />All eligible applications which did not receive bonus points and any proposals <br />not selected in the first lottery are eligible for selection, by lot, to <br />receive an allocation from the remaining 50% of the funds. <br /> <br /> <br />
