F~xpect no natural gas pricing legislation from Congress <br />this year. Bowing to pressure from legislators from gas producing states, the <br />House Rules Committee cancelled its plans to consider scheduling a floor vote <br />in the closing days of the session on a bill that would step up gas price <br />decontrol. Now attention focuses on the impact on home-heating bills after <br />partial gas deregulation takes effect January 1, 1985. Although consumer <br />groups predict a price rise, two reports from the Federal government, one a <br />Department of Energy study, and the other, the Annual Energy Outlook of the <br />Energy Information Administration, foresee little if any increase. <br /> iii <br /> <br />Wholesale Natural Gas Pates <br /> <br />Northern Natural Gas Co., our major supplier, has assured us again, that there <br />will not be a purchased gas adjustment (PGA) increase in December of this year <br />and that there will not be an effectuated general increase until fall of 1985 <br />or early 1986. <br /> <br />Renegotiation of contract should reduce prices of Canadian gas at the border, <br />and these will filter through to our customers on the Midwestern Pipeline and <br />Northern Natural system. <br /> <br />We are encouraged by the continuing price stability, and we will do our part in <br />providing our customers dependable natural gas service at reasonable prices. <br /> <br />The Minnesota Department of Public Service recently released a survey compiled <br />by the National Association of Regulatory Utility Commissioners (NARUC) of <br />residential natural gas rates of 198 responding utilities serving 49 states. <br />The lowest rates are in Texas, Oklahoma, and Kansas areas, while the highest <br />are in the northeastern states of New York, Maine and Connecticut. <br /> <br /> <br />
