A letter fr~ First Impressions dated Ocotber 9, <br />1984 states that their firm was not the firm truly at fault and questions <br />whether or not change orders were included. Mr. Raatikka stated that <br />change orders were included. <br /> <br />Council consensus is to retain with it's decision to set liquidated damages <br />against North Star Drilling and First Impressions in the mount of $826.37 <br /> <br />~e t3: Federal Requirements Regarding Federal Revenue Sharing: <br /> <br />Council consensus was to dispense with the reading of the proposed <br />resolution. <br /> <br />Motion by Councilm~mber Van Wagner and seconded by Councilme~ber Schlueter <br />to adopt Resolution ~84-216 regarding the c(~pleting of a self-evaluation <br />of all City programs and services to establish c(x~pliance with Revenue <br />Sharing guidelines pertaining to handicapped discrimination as required by <br />the Office of Federal Revenue Sharing. (Please refer to resolution file <br />for l~esolution ~84-216). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilm~rs Sorteberg, <br />]~eimann, Schlueter and Van Wagner. Voting No: None. <br /> <br />Council consensus was to dispense with the reading of the proposed <br />resolution. <br /> <br />Motion by CouncilOr Van Wagner and seconded by Councilm~ber Reimann to <br />adopt Resolution ~84-217 adopting a grievance procedure for discrimination <br />in any City programs or services as required by the Office of Federal <br />Revenue Sharing. Voting No: None. <br /> <br />#4: CouncilOr Jean Schlueter Regarding O~-Site Septic Systems: <br /> <br />Councilme~ber Schlueter stated that she has researched the probl~ brought <br />up at the last Council meeting regarding residents being in opposition to <br />septic pumpers recording information such as well and septic tank location, <br />house size, etc. CouncilOr Schlueter stated that she has contacbed 12 <br />of the 15 persons on record at City ]~all as recently having their systems <br />pumped and they eluded to the fact that pumpers were not explaining just <br />why all this information is needed. Pumpers should explain the reasons for <br />recording this information as follows: 1) Ff~A and VA financing <br />purposes; 2) City's intent to ul~grade records for the benefit of City and <br />hcme(m~ners; 3) To comply with Metro Council record keeping syst~. <br />Councilm~r Schlueter stated that the people said they would not have <br />gone on the defensive had they been made aware of just what this <br />information was to be used for. Councilmember Schlueter recu,..ended that <br />the information gathering prooedure continue, that the pumper explain to <br />each hcme(~ner just why all this information is being recorded and make <br />special note of any h~meowner still in o~position to the process. <br /> <br />Page 12 of 20 <br /> <br /> <br />
