A letter fr~ First Impressions dated Ocotber 9, 1984 states that their firm was not the firm truly at fault and questions whether or not change orders were included. Mr. Raatikka stated that change orders were included. Council consensus is to retain with it's decision to set liquidated damages against North Star Drilling and First Impressions in the mount of $826.37 ~e t3: Federal Requirements Regarding Federal Revenue Sharing: Council consensus was to dispense with the reading of the proposed resolution. Motion by Councilm~mber Van Wagner and seconded by Councilme~ber Schlueter to adopt Resolution ~84-216 regarding the c(~pleting of a self-evaluation of all City programs and services to establish c(x~pliance with Revenue Sharing guidelines pertaining to handicapped discrimination as required by the Office of Federal Revenue Sharing. (Please refer to resolution file for l~esolution ~84-216). Motion carried. Voting Yes: Mayor Gamec, Councilm~rs Sorteberg, ]~eimann, Schlueter and Van Wagner. Voting No: None. Council consensus was to dispense with the reading of the proposed resolution. Motion by CouncilOr Van Wagner and seconded by Councilm~ber Reimann to adopt Resolution ~84-217 adopting a grievance procedure for discrimination in any City programs or services as required by the Office of Federal Revenue Sharing. (Please refer to resolution file for Resolution ~84-217). Motion carried. Voting Yes: Mayor G~mec, Councilmeabers Sorteber9, Reimann, Schlueter and Van Wagner. Voting No: None. #4: CouncilOr Jean Schlueter Regarding O~-Site Septic Systems: Councilme~ber Schlueter stated that she has researched the probl~ brought up at the last Council meeting regarding residents being in opposition to septic pumpers recording information such as well and septic tank location, house size, etc. CouncilOr Schlueter stated that she has contacbed 12 of the 15 persons on record at City ]~all as recently having their systems pumped and they eluded to the fact that pumpers were not explaining just why all this information is needed. Pumpers should explain the reasons for recording this information as follows: 1) Ff~A and VA financing purposes; 2) City's intent to ul~grade records for the benefit of City and hcme(m~ners; 3) To comply with Metro Council record keeping syst~. Councilm~r Schlueter stated that the people said they would not have gone on the defensive had they been made aware of just what this information was to be used for. Councilmember Schlueter recu,..ended that the information gathering prooedure continue, that the pumper explain to each hcme(~ner just why all this information is being recorded and make special note of any h~meowner still in o~position to the process.
