Councilmember Schlueter also noted that there will be a meeting at 7¢00
p.m. on Wednesday, Octaber 24, 1984 at Coon Rapids City Hall regarding
l~z~ping and disposal sites.

Mark Kirkwold - Dependable Sewer - Stated that it is an added expense,
which must be passed onto the hcmeo~ner, for pumpers to drive to the
disposal site in Coon Rapids; a saving could be realized if pumpers could
dispose into the pipe in the southern pert of Ramsey. Also cu~,~_nted that
persons are installing septic systems without first doing a Perk Test and
the City is approving these inadequate systems.

Elmer Dargis - Ace Cesspool - Residents or City empl~yess should gather
this information regarding well and septic system location; the s¢{newhate
time ~Dns~ning ~a~k should not be placed on private enterprise.

Gene Dargis - Ace Cesspool - Stated he is willing to provide information
regarding ~s, addresses and gallonage p~nped; regarding grid maps and
locating well and septic ~ystems and heine measurements -- he is not a
surveyor. Taking measurements of hemes, even though he just steps off the
distance, puts him in the middle between residents and City and his time is
money too. }{e was hired to do One j(3b, pt~np the septic tank.

Mr. Del Skeim- Pointed out that providing this information should only
take 5 minutes of the pumper's time and that pumper will have access to
these records on file at City hall which will be a real asset in gaining
new and repeat business.

P~npers present still expressed (3bjection to having to locate well and
measure house size.

Council consensus was to table this case ~til the next regular meeting in
order to determine just what information the Comprehensive Plan requires
and that in the meantime, pumpers should continue to record n~me, date,
address and gallonage being lmanped.

Case %5: Drainage P2~ement On 162nd Avenue [~q and Zirconi,,, Street
Case Of Mr. Delano Skeim:

City Engineer Raatikka reviewed the dry well that Mr. Skeim installed and
reported that it is not up to City standards; the system Mr. Skeim
ins+ailed is not as complete as the type of system the City would have
installed and will require maintenance ~re frequently.

Mr. Skeim stated that there was a 2" rainfall in the last 24 hour ~eried
and inquired if Mr. Raatikka could report any standing water.

Mr. Raatikka replied that there was no standing water after the rainfall.

Mr. Skeim stated that materials and labor for the dry well came to $1636.61
and the City would be getting the drainage easement for $363.39 if the
$2000 figure is approved.

Mr. Skeim referred to engineering theo and the fact that theoretically it
was determined that a 200' drainage easement was required for Sorteberg's
