adequate public transit and has a regional identity with local <br /> political boundaries posing no real barrier, life cycle housing <br /> can be viewed on a more regional basis. <br /> Recommendation: That the Housing Guide draft be further <br /> modified in several sections to advocate more of a regional or <br /> community clustering approach for promoting and provided life <br /> cycle housing. The Housing Chapter does recognize and advocate <br /> that approach for replacement housing for those persons displaced <br /> by public action· <br />Responsibilities for providing Housing for Lower Income Persons. <br /> There are a number of inferences and an implied assumption that <br /> as the federal and state levels of government decrease their <br /> funding commitments fop subsidized housing for lower income <br /> persons, that the responsibility for picking up the slack is <br /> automatically assumed by local units of EoYernment- This is not <br /> fair, nor is it possible. Locals do have certain <br /> responsibilities and techniques to provide opportunities for low <br /> and moderate cost housing and the AMM believes that they should <br /> do so. However, the federal and state levels of government have <br /> much broader and deeper tax bases and they should provide the <br /> bulk of the funding for direct housing subsides. Those levels <br /> should not abrogate their responsibilities to provide the <br /> necessary funding to implement their housing policy. <br /> <br /> Recommendation: The Housing Chapter be revised to make the <br /> distinction between providing opportunities for low and moderate <br /> cost housing (which is a local responsibility) and the actual <br /> provision of this housing thru subsides and other programs. <br /> Also, the Housing Chapter and Legislative Initiatives should <br /> clearly state the responsibility of the federal and state levels <br /> in providing funding for subsidized housing. <br /> <br />Local Plan Monitoring. <br /> <br />There are several statements in the Housing Chapter and its <br />appendices which discuss the Council's plans to review projects <br />and proposals for internal consistency with local comp plans. <br />The AMM believes such internal monitoring is inappropriate and <br />inconsistent with the Council's statutory mission. The Council <br />has responsibility to assure consistency with regional plans, <br />goals and programs and its review should be directed in that <br />manner. The Council was not established to be an overseer or <br />general monitor of local government activity. <br /> Recommendation: The Housing Guide be revised to eliminate the <br /> statements and implications that it is the Council's role and <br /> responsibility to monitor local activities and programs for <br /> consistency with local plans. <br /> <br />-4- <br /> <br /> <br />
