The AMM has
supported that Eoal and continues to do so. The Housing Guide
Chapter and the associated re¥iews based on the Guide Chapter
conducted by the Council of local projects and proposals is the
major tool used by the Council to implement this Eoal. It is
important therefore, that the Council's HousinE Guide Chapter and
re¥iew procedures and process be considered creditable by local
officials. The AMM by and larEe, aEroes with most elements in
the HousinE Guide Chapter but also believes it has major
deficiencies. The information and Euidelines contained in the
Chapter and consequently some of the recommendations simply do
not reflect the "real world" in terms of the effect of the market
place on types, styles, sizes, etc. of the housinE heine
produced at any EiYen point in time. City officials just do not
haYe as much authority and control oYer the cost and type of
housinE heine produced as implied and assumed in the HousinE
Guide Chapter and; therefore, the Council's recommendations may
not be perceiYed as creditable. If recommendations are not
perceiYed as creditable, they may be iEnored.
Recommendation: That a section discussinE the impacts and role
~lace on housinE type, style and costs, etc. be
added to the Housing Guide Chapter.

3. Life Cycle Rousin~ and AlternatiYes..
One of the major thrusts of the re¥isions to the HousinE Guide
Chapter is to promote more attached and multifamily housinE and
other alternatiYe types of housinE within the metropolitan area
and within each community. The implied assumption is that more
affordable housinE will then be aYailable and Ereater looational
choice present. The thrust of the revisions is that each and
every community must haYe a complete assortment of life cycle
housinE types and housinE alternatives.
The AMM aErees with the general concept that attached and
multifamily housinE is more affordable althouEh there are a lot
of exceptions because of market place influences. The AMM also
supports the concept that more "life cycle" housing is needed
within the metropolitan area. The AMM does not agree in the
literal sense, howeYer, that each and every community must have
eYery type of life cycle housing. The AMM does not belieYe this
is either practical or necessary or eYen possible because of the
market place influence- Since this is a Yery mobile area with

-3-
