FR(~: <br /> <br />RE: <br /> <br />Mayor and Councilmembers <br /> <br />City Administrator <br /> <br />Staff Report for November 1984 <br /> <br />1) Finance - ~e following is hereby submitted on this item: <br /> <br /> a) Long term financial plan - We have always prepared a five (5) year <br />capital improvement plan which was a planning tool to show Council what project- <br />ed costs were on any given project. ~e long term financial plan is difficult <br />in this respect in that it addresses every major segment of the City budget over <br />a five (5) year period with an update each year. This document will be ready <br />for a public hearing and adoption in December. I must say that a lot of hours <br />have gone into it. <br /> <br /> b) Bond rating - As you are aware, we have a BAA1 bond rating which is <br />very good for the City of Ramsey inasmuch as the City has only been in existence <br />for a period of ten years. [~owever, we will be going for a higher rating after <br />the long term financial plan is adopted which will mean a lot to Bamsey in its <br />future years. <br /> <br />2) Planning - Our planner has been very busy in her work areas as follows: <br /> <br /> a) Zoning ordinance - Our City Planner is in the process of upgrading this <br />ordinance which in the past didn't get done because we just didn't have the time <br />to do it. Acoordingly, the Planning and Zoning Commission will be having a <br />workshop session to discuss this. <br /> <br /> b) E~onomic develounent - Our Planner has been getting a hold of things in <br />this area. <br /> <br />I em extr~ely satisfied with the way things are ncw going in planning. <br /> <br />3) Police training - As you no doubt have noticed, our police officers have <br />attended a number of fine training courses. It should also be noted that we re- <br />ceived a reimbursement of $900.00 from the State POST Board which is good news. <br /> <br />4) Major ~phasis - ~hese are the t~o areas where I will see major e~phasis in <br /> the future: <br /> <br /> a) Legislation - ~e City must always stay on top of major issues regard- <br />ing local goverr~nt aid. <br /> <br /> b) Computer - ~l~is area is moving along as scheduled but with our small <br />Staff and increasing d~m~nds by the City, we will even have to move faster than <br />we had originally planned.
