E. No unauthorized person may break into or release any such <br /> animal legally i~pounded. <br /> <br />F. No person may ride or drive a horse after the hour of sunset <br /> and before the hour of sunrise along or crossing any public <br /> way without appropriate lighting or reflectorized clothing. <br /> <br />G. No person shall interfere with any horse being ridden or kept <br /> in a lawful manner. <br /> <br /> H. No person shall ride any horse upon private property without <br /> the prior permission of the owner or occupant thereof. <br /> <br />i <br />! <br />I <br />I <br /> <br />V. NUISANCE <br /> <br />A. NO person, firm or corporation shall keep any horse, colt or <br /> pony in a manner deemed to be a public or private nuisance by <br /> the Horse Council. <br /> <br />VI. <br /> <br />A. <br /> <br /> Horseman' s Council <br />The City Council hereby authorizes the establishment of a <br />~orseman's Council to receive cc~plaints from those aggrieved <br />by horseowners or keepers, to investigate complaints, to <br />advise horsemen against whom complaints have been lodged and <br />to advise the City Council to appropriate action. <br /> <br /> The Cit Council shall select five (5) p .rsons to the <br />I B. - .... -tY-,s council, including, when poss~b, le, a . _. <br /> representative of all local horse-orienteo association or <br /> club and a veterinarian. Each member will serve a two (2) <br />I year term and is eligible for reappointment at the end of <br /> that term. <br />I C. The Horseman's Council shall recommend approval or <br /> disapproval to the City Council of all requests under this <br />i ordinance for variances. <br /> <br />I <br />I <br />I <br /> <br />VII. <br /> <br />A. <br /> <br /> ENFORCEMENT OF ORDINANCE <br />Any pe.rson, firm or corporation failing to comply with the <br />provisions of this Ordinance shall be guilty of a misdemeanor <br />and may be punished with a maximum fine of $300.00, ninety <br />(90) days in jail or both. <br /> <br /> <br />
