E. No unauthorized person may break into or release any such animal legally i~pounded. F. No person may ride or drive a horse after the hour of sunset and before the hour of sunrise along or crossing any public way without appropriate lighting or reflectorized clothing. G. No person shall interfere with any horse being ridden or kept in a lawful manner. H. No person shall ride any horse upon private property without the prior permission of the owner or occupant thereof. i ! I I V. NUISANCE A. NO person, firm or corporation shall keep any horse, colt or pony in a manner deemed to be a public or private nuisance by the Horse Council. VI. A. Horseman' s Council The City Council hereby authorizes the establishment of a ~orseman's Council to receive cc~plaints from those aggrieved by horseowners or keepers, to investigate complaints, to advise horsemen against whom complaints have been lodged and to advise the City Council to appropriate action. The Cit Council shall select five (5) p .rsons to the I B. - .... -tY-,s council, including, when poss~b, le, a . _. representative of all local horse-orienteo association or club and a veterinarian. Each member will serve a two (2) I year term and is eligible for reappointment at the end of that term. I C. The Horseman's Council shall recommend approval or disapproval to the City Council of all requests under this i ordinance for variances. I I I VII. A. ENFORCEMENT OF ORDINANCE Any pe.rson, firm or corporation failing to comply with the provisions of this Ordinance shall be guilty of a misdemeanor and may be punished with a maximum fine of $300.00, ninety (90) days in jail or both.
