The City Council declares that it <br />would have passed this Ordinance and each section, <br />subsection, sentence, clause or phrase irrespective of the <br />fact that any one or more sections, subsections, sentences, <br />clauses or phrases be declared unconstitutional. <br /> <br /> <br />
