prevents penalty for half truths.
Anne Norris stated that now is the time to get active in regards to
anything this Co~ission wants the uRcoming legislative session to address.
Co~mission consensus is that the issue of property tax is a top priority
it~ and the greatest deterrent to eoonomic development.
Mr. Schnelle stated that the City did succeed in getting local goverr~ent
aids ~nended but there is still the matter of the grandfather clause that
must be ~orrected in order to provide fair distribution of the revenues
a~ong the cities.
Oo~issioner Muller stated that he would try and set up a meeting with the
Commission and State legislators for the purpose of discussing these
concerns.
Cc~issioner Fults stated that he has talked with Oakdale Economic
Development Commission and they are willing to join forces with Ramsey
regarding fiscal disparity efforts.

Co~missioner Cox arrived at this time.
Commissioner Cox stated that he attended 11-13-84 Council meeting and City
Assessor Wirz reported that Ramsey is, in ~omparison to the rest of the
County, down about 8.5% in assessed co~ercial property value.
Commissioner COx stated that Ramsey should be behind because we are on the
outer perimeter of the real marketing area; our oo~ercial property val~es
should be compared to areas similar to ours. ~is should be indicated to
Council; they are considering a 5% increase.

(lx~issioner Cox brought up the subject of bond issues and that fact that
if bonding is used on the Rt~ River Bridge crossing, the cost to
residential would be $1.76 and businesses would be assessed about $500;
some of the business (~ners in Ramsey are not residents and would not even
gain benefit from the crossing and most of the cost burden is shifted to

G~m~issioner Cox stated that Council is not getting the message out
emphasizing these concerns; EDC p~sses the word to Council and they are to
negotiate and s~eak for us. Commissioner Cox stated that one councilmember
voted 'no' to another develoI~ent that met all criteria; that person should
be representing all of us and be held accountable.
Discussion ensued regarding the effect of the new charter on bonding in the
City and the fact that our charter has never been tested in court may
result in generating a higher interest rate to us for bonds; this increase
will be absored by the citizens.

(lm~issioner Cox stated that the way he understands it to be is that Ramsey
has walked away from Statutory requir~ents which resulted in the City
getting good interest rates; we should go back to what we know was good and
gets the job done and does not get away from State laws that protect us;
the City has assumed what was the responsibility of the State.
