February 23, 2006

Attn: City of Ramsey Planning Commission

RE: Preliminary plat approval of Rum River Praide and Kelly Acres
subdivisions.

We are unable to attend the meeting on Thursday March 2, but feel
the need along with several of our neighbors to voice our concerns
about these projects. We live at 8721 171st Avenue and are totally
against this development. We.live in a development with 2 1/2 acre
lots. All of the developments around here are 1 1/2 - 2 1/2 acre lots.
We do not understand why a development of 1/4 - 1/3 acre Iots'
would be put in the middle of all of this and then share a septic
system. How do we go from 2 1/2 acre lots to high density housing?
Shouldn't the' high density housing be kept by the town center or
where there is other high density housing where transit will be more
available? This just doesn't make sense to us. These lots have
setbacks of 30 feet front and back with 10 feet on each side. Where
are these people suppose to park their cars, campers, boats 'and you
name it in the road? Who would want a yard that size?

We know that the plan is to eventually bdng city sewer and water to
these houses. How feasible is' it tobdng this all the way down
Armstrong Bird with large lots to this one development? Has a study
been done? We would also like to know what impact this will have on
all of our wells. How much does the city know about these cluster
developments? Why has Andover and Elk River abandoned these
ideas? Who will be responsible for this cluster development water
and sewer when there is a problem? What happens if city
watedsewer doesn't come? How can all of the waste be stored on one
small site? Will the city water and sewer for this project be put on the
backs of all of us citizens of Ramsey? We know that this will not help
our tax base like we are always told. Now how do you make laws
regarding snowmobiling and four-wheeling past 167th?. Now nobody
can dde because of one high density development? Why are there no
outlets for traffic onto Armstrong Blvd.? None of us want all this traffic
routed onto our streets.

-117-
