These properties are located <br />on either side of Armstrong Boulevard (CSAH 83), east of Bough Street, west of Tiger <br />Street and south of 173ra Avenue as shown in Figure 1. The planned Kelly Acres <br />development includes seven single-family housing units (two that are existing). The <br />planned Rum River Prairie Development includes 26 single-family housing units. 28 <br />additional single-family homes are expected for the ultimate build out of Kelly Acres and <br />128 additional single-family homes are expected for the ultimate build out of Rum River <br />Prairie. Preliminary site plans for the developments are included in Appendix A. <br /> <br />Traffic operations were analyzed at three intersections around the development site. <br />These include the intersections of: -, , <br /> <br />1. Armstrong Boulevard (CSAH 8~) at Tiger Street NW <br />2. Armstrong Boulevard (CSAH 83) at 173rd Avenue Nrw' (CP. 63) - <br />3. 173rd Avenue NW' (CK 63) at Tiger Street NW <br /> <br />The purpose of this investigation was to analyze how well the existing roadways, lane <br />layout, and traffic control handle the current traffic load as well as proposed development <br />traffic in the near future. <br /> <br />Existing Conditions <br /> <br />Armstrong Boulevard is a major north-south traffic corridor for the City of Ramsey and <br />Anoka County. Armstrong Boulevard connects to TH 10/169 on the south end of the <br />roadway. Kelly Acres is located east of Armstrong Boulevard, while Rum River Prairie <br />is located on either side of An-nstrong Boulevard, north of Trott Brook. All of the <br />intersections are stop-sign controlled with fi.ce'movements on the main corridor of ~73~ <br />Avenue or Armstrong Boulevard, with Armstrohg having priority over 173~ Avenue. <br />The Functional Classification of Armstrong is an A-m/nor Connector and 173ra Avenue is <br />a Major Collector. Tiger Street is a local street. <br /> <br />The speed limit on Armstrong through this area is 55 mph. The speed limit on 173r~ <br />Avenue is assumed to be 45 mph and on Tiger Street it is assumed to be 30 mph. For the <br />intersections on Armstrong, there is a right mm lane northbound at each intersection and <br />a fight turn lane southbound at 173~a Avenue. There is also a right turn lane fi'om Tiger <br />Street southbound to Armstrong Boulevard. There are no mm lanes at the other <br />approaches to the intersections. <br /> <br />The lanes and traffic control for each intersection are shown in Figure 2. Consultant staff <br />collected A.M. and P.M. peak hour turning movement counts on March 15, 2006.
