Rum River Prairie <br />Preliminary Plat Review <br />February 28, 2006, <br />Revised April 5, 2006 <br />2of4 <br />Existing Structures: It does not appear that any existing structures will remain on the proposed <br />plat. If any structures shall remain, please submit a revised site plan indicating the location of <br />these structures. <br /> <br />Landscaping and Tree Preservation Plan: A landscaping and tree preservation plan, dated <br />March 13, 2006, has been submitted. Existing trees on the property are few in number and <br />mostly consist of Siberian Elm, an undesirable species. Neither the species nor location of those <br />trees being preserved warrants credit toward the required number of plantings. <br /> <br />Each lot is required to have a minimum of two (2) trees installed in the front yard, near the <br />property line. Lots 1 & 3 Block 2 and Lot 8 Block 4 each require an additional tree to be <br />installed. Comer lots should have one tree installed along both streets. Deciduous trees shall be <br />at least 9n¢ (I) inch caliper and coniferous trees shal! be at least five (5) feet in height at the time <br />of installation. All proposed species are appropriate for this site. <br /> <br />Staff recommends including some landscaping in conjunction with the proposed berm along <br />Armstrong Blvd. Landscaping would help buffer against noise and dust generated by traffic. <br /> <br />A revised plan must be submitted that addresses the aforementioned issues and includes the size <br />of the planting stock. <br /> <br />Wetlands: It does not appear that there are any wetlands on the Rum River Prairie site. <br /> <br />Drainage and Grading: A revised drainage plan has been submitted. A building summary has <br />been submitted showing lot, block, lowest opening and floor elevations, garage opening, 100 <br />year flood elevation pond wetland, centeriine elevation; front yard slope (%), rear yard slope (%) <br />and a list of the lots require grading certificates. <br /> <br />Staff needs to verify that the 100 year flood elevations shown on the plan represent the conditions <br />for back to back 100 year flood events since this development is a landlocked basin. The city <br />must also verify that the calculations do not anticipate infiltration which is not allowed in the <br />determination of the flood event. <br /> <br />Stormwater calculations must be submitted to the Lower Rum River Water Management <br />Organization (LRRWMO) for review and approval. A NPDES permit is also required with a <br />courtesy copy of the permit sent to the City of Ramsey. <br /> <br />Streets and Access: A reconfiguration of Wolverine Street has been explored, and due to <br />wetlands to the north of Kelly Acres, the proposed street configuration is acceptable. <br /> <br />Sidewalk~: The revised street plans indicate the construction of sidewalk along the west side of <br />Wolverine Street, the north side of 170th Avenue, and the west side of Tiger Street along the <br />extent of the Rum River Prairie plat.
