Rum River Prairie
Preliminary Plat Review
February 28, 2006,
Revised April 5, 2006
3of4
of sidewalk within the City right-of-way north to County Road 63. The City will reimburse the
developer for the construction of the sidewalk outside of the plat, as laid out in the development
agreement. Ail sidewalks must be one foot off the property line and must be 6 inches thick in
driveways and ADA compliant.

Ali sidewalks and trails will need to be ADA compliant. Some additional grading may be
required.

Traffic Generation Analysis: A traffic generation analysis has been completed for the proposed
Rum River Prairie-Kelly Acres subdivision. The report indicates that ail intersections will
perform well under the "build" scenarios. Stop sign installation must occur at all streets
intersecting with Tiger Street. At full-built out, left turn lanes are suggested for Armstrong
Boulevard at Tiger Street.

Water Utilities: Individual wells are proposed. The City of Ramsey does not allow plastic water
pipes. Please resubmit a utilities plan indicating the use of ductile iron pipe, and an
accompanying maintenance plan. Provide a process to fill and flush 4 times a year, and valve
turning. Testing will need to be repeated upon connecting to urban services.

Sewer and Septic Utilities: The Minnesota Pollution Control Agency will be reviewing and
permitting the community septic system. All City approvals will be contingent upon receipt of
this permit for the location indicated. Upon permitting by the MPCA, the City will require
detailed information concerning the design, exact location, and maintenance of the primary and
secondary community septic systems. Information concerning the contractor responsible for
maintaining and monitoring the community .septic system is required. This system will also
require an annual inspection. .' -

Details regarding the soils and the location, type, and design of the community septic system
have been submitted, and is generally acceptable to City Staff, pending MPCA approval.

Home Owners Association: A Home Owners' Association (HOA) is required for this
development. The City will need to approve all H0A documents prior to release of the final plat
for recording. The HOA, through a professional management company, will be required to
establish a financial surety to insure the adequate operation and maintenance of the on site
system, and the eventual connection to the municipal system when it becomes available. It will
also be the developer's responsibility to notify potential purchasers of cluster lots of the
possibility of future development on the remainder of the parcel. The notice must include a
statement to this effect and include a copy of the Urban Development Plan required as part of
City Code. A copy of this notice shall be sent to the City. The developer shall obtain a signed
acknowledgement from the purchaser stating that the purchaser has reviewed the furore
development notice, and understands that the remnant parcel may be developed in the future.

-184-
