that was designated as wetland without getting approval from the Corp of Engineers, despite the <br />fact they were required to do so. <br /> <br />Board Member Bentz stated that in that situation, no permits were applied for. Environmental <br />Specialist Bacon concurred that this is why it is important to do monitoring of wetlands for <br />updating. <br /> <br />Zoning and Recycling Coordinator Anderson stated that this will occur somewhat with <br />development. He stated that as areas of the City are developed, the City will get at least a partial <br />review of what's been done already. He envisioned that at some point in time, the City would <br />conduct another inventory of its wetlands. <br /> <br />Board Member Freeburg stated his concern was that Manage 2 and Manage 3 wetlands may be <br />forgotten and gradually disappear. He stated he felt the bigger mission is to not lose wetlands. <br /> <br />Board Member Olds stated that as technology changes, we may be better able to identify <br />wetlands that aren't currently being identified and reclassify those that need reclassification and <br />identify what's there. <br /> <br />Board Member Sibilski asked for clarification about the wetland discussion at the last EPB <br />meeting. He asked if the consultant's opinion was being taken verbatim. He stated that he still <br />envisions Trott Brook as a preserve and questioned the consultant's opinion. <br /> <br />Coordinator Anderson stated there are experts on Peterson Environmental Consulting (PEC) staff <br />and this is why the City hired them to conduct the inventory. He stated that the City doesn't <br />have anybody on staff that is qualified to go out and perform the data analysis and review that <br />PEC is being paid to do. <br /> <br />Board Member Sibilski stated he wanted to thoroughly review how criterion was defined in <br />detail with PEC, because he felt some criteria were ignored. Coordinator Anderson stated that <br />before it goes to Planning Commission or Council, PEC will present the report to the EPB. He <br />stated that would be the time to ask questions. <br /> <br />Board Member Max concurred with Board Member Sibilski and stated there should be a full <br />session to ask questions. He concurred that if there is a crown jewel in Ramsey it is Trott Brook. <br /> <br />Chairman McDilda asked if there was anything relating to the minutes from the last meeting to <br />be amended. There being nothing to amend, he asked for a motion to approve the minutes. <br /> <br />Motion by Board Member Max and seconded by Board Member Freeburg to approve the regular <br />meeting minutes dated February 6, 2006. <br /> <br />Motion carried. Voting Yes: Chairperson McDilda, Board Member Bentz, Freeburg, Max, Olds <br />and Sibilski. Voting No: None.
