Environmental Specialist Bacon stated that 1/20 of an
acre is the quote for the proposal. He stated a distinction will be made for diameter. He stated
there will be some rough read out of the cultural choices for trees that don't fall into the native
category.

Board Member Max asked if there were approximate dates on when the development occurred
and how this information would be used. Environmental Specialist Bacon stated development
occurred in the 1980's. Environmental Specialist Bacon stated one example is to determine what
tree choices people have been making and putting numbers on the releaf.

Chairperson McDilda stated this will be the start of a baseline program with quantifiable
information. Environmental Specialist Bacon stated that this is a survey. Environmental
Specialist Bacon stated this will fit in the budget and there isn't much analysis, but more
reporting for data.

OLD BUSINESS

A. Canopy Cover Calculations Summary

Coordinator Anderson asked for an update on the challenge factor regarding canopy cover since
he missed the last meeting. He stated he would speak to Board Member Max on the telephone
regarding that. He asked for clarification regarding limiting any single genus to 20% of
plantings.

Board Member Max explained that in talking about diversity it's the same as talking about
genus. He stated they are preferred, but it's not in a native environment anymore so his answer
is diversity.

BOARD INPUT

Board Member Freeburg provided the EPB members with two articles regarding the price people
are willing to pay for homes affected by nature and open space according to a metro area study,
and the importance of "green policies" aligned with economic growth. He stated that higher
home prices generate higher taxes and people tend to want to live near open space. Chairperson
McDilda stated that was why the EPB was formed in Ramsey.

Board Member Freeburg suggested that this should be tied into a bullet space for the Expo. It
was the consensus of the EPB to include this as one of the FAQ's for the Expo.

Board Member Freeburg asked whether the City plarmed for increased taxes based on open
space. Coordinator Anderson stated that was a consideration. Chairperson McDilda commended
Board Member Freeburg on his input.

ADJOURNMENT

Environmental Policy Board/March 6, 2006
