Community Development Director Trudgeon stated that in January, the applicant submitted a <br />revised sketch plan that was reviewed by City Council at a work session. He indicated that the <br />revised proposal is for 170 single-family lots. He stated that this is in compliance with the R-I <br />Low Density district regulations and no Planned Unit Development is being requested. <br /> <br />Community Development Director Trudgeon advised this is an information only item, and the <br />next step will be a preliminary plat request. He stated that Staff has not given this much review <br />except to note it is single-family. He indicated they did notify the surrounding area that it would <br />be on the agenda tonight as information only, and Staffdid receive two written comments. <br /> <br />Vice Chairperson Johnson noted that Staff will answer questions as they get into this, and it will <br />come as a public hearing in May or June. He indicated that no action is being considered at this <br />meeting. <br /> <br />Case #1: <br /> <br />Request for Preliminary Plat of Shade Tree Creek; Case of Shade Tree <br />Construction <br /> <br />Presentation <br /> <br />Associate Planner Dalnes advised that Shade Tree Construction has applied for preliminary plat <br />to develop 16 single-family lots on the property generally located south of 177th Avenue at <br />Erkium Street. She indicated that all of the proposed lots appear to meet the cluster standards for <br />R-1 Rural Developing. She stated that the lots conform to minimum and maximum lot width, <br />size, and frontage on a public road, with the exception of Lot 9, Block 3 which appears slightly <br />larger than permitted. <br /> <br />Associate Planner Dalnes stated that the preliminary plat is proposing to gain access from <br />Erkium Street. She indicated that Staff is recommending that the public street be platted and <br />constructed to urban standards to the southern-most lot and that rural standards be followed to <br />pave the extent of the street to the edge of the parcel. <br /> <br />Associate Planner Dalnes indicated that the landscaping and tree preservation plan have been <br />submitted and are generally acceptable to Staff. She stated that Staff received a revised tree <br />preservation plan addressing Staff's concern regarding tree preservation on the western portion of <br />the proposed lots. She indicated that the applicant has also submitted a revised landscaping plan <br />that shows additional plantings along Lots 1-3. <br /> <br />Associate Planner Dalnes stated that Staff has received numerous letters and phone calls from <br />residents expressing concern with the proposed development. She indicated that the primary <br />concerns were the increase in traffic and accompanying safety issues with providing only a single <br />access, the maintenance and monitoring of the community septic system, the source of water <br />supply, and the amount of density transitioning. <br /> <br />Community Development Director Trudgeon stated that the City Council met at a work session <br />on Tuesday, February 22, 2006 to discuss the cluster ordinance.
