right-of-way, especially in complying with structure setback requirements. An alternative that <br />might be explored is designing the plat with a public service road, which requires a 45 foot <br />public right-of-way. The service road would have to be constructed to the north property line to <br />facilitate eventual connection at 146th Avenue N.W. as development occurs to the north. <br />However, even a 45 foot right-of-way might not resolve the setback issues. There would need to <br />be a review of options, such as variances or a planned unit development, if the project goes <br />forward. The proposed housing style is rambler, one-level living. There is a need for this <br />product in Ramsey. Ms. Frolik indicated input is requested from the Council regarding the <br />sketch plan for the proposed subdivision. <br /> <br />The Council reviewed the sketch plan for GADS Prairie with the developer. The discussion <br />included the following components: <br /> <br />· Underground poles that will need to be removed from the area <br />· The need for a public road <br />· The possible tie in with the property to the north of this property, which is for sale, and <br /> the property in between the two parcels. This would provide the ability to deal with <br /> traffic and access issues. <br />· The issue of heavy traffic flow/accesses in the area of Iodine Street and Lord of Life <br /> Church <br />· The need for this type of single level housing in the City <br />· Density requirements <br /> <br />Councilmember Jeffrey noted there will likely be a lot eliminated by the public street due to the <br />temporary cul-de-sac that would be required. <br /> <br />Aaron Stritesky, applicant, stated their concern was whether to proceed with applying for <br />variances for setbacks on each side or a PUD. He indicated the building could likely be <br />narrowed, and the plan tweaked. <br /> <br />Mayor Gamec noted, in general, the Council is in agreement with the concept, and that the <br />applicant should work with the adjacent property owners to the north. <br /> <br />2) Critical Rivers Overlay District <br /> <br />Associate Planner Geisler reviewed that the proposed code to update the City's Mississippi River <br />zoning regulations to comply with the 2002 update of the City's Comprehensive Plan was placed <br />on the March 14, 2006, Council agenda for introduction. At that meeting, there was significant <br />discussion about the open space requirements in the proposed code and in the current <br />Comprehensive Plan. Council directed staff to place the item on a work session agenda for <br />further discussion. <br /> <br />Councilmember Strommen requested verification that issues such as open space requirements <br />and PUD's are addressed in the Comprehensive Plan Amendment sketch. <br /> <br />City Council Work Session / March 28, 2006 <br /> Page 2 of 5 <br /> <br /> <br />
