Councilmember Cook inquired if a precedent would be set by the City incurring additional
expenses with this project, which would affect other gravel road projects.

City Engineer Jankowski replied this would be a concern.

Mr. Howe stated the project is basically the same, but the overhead has doubled, which he finds
hard to swallow.

Carolyn Shumway, 7530 Uranimite Street NW, stated she is very disappointed in what came
back for the pricing with this project. She does not like anyone having that much control over
her checkbook, especially with three parcels she is concerned about. The City should have
realized this will be a problem on one side of the road. This is their neighborhood and their road;
she just got used to the idea of having it paved and then they received this letter. She would like
more creativity done on these bids. As far as the rest of her neighbors, it might be a good idea if
the neighborhood got together to discuss this.

Matt Nelson, 7501 164th Lane NW, stated he agrees with the neighbors that this is ridiculous. He
inquired what trees are planned to be removed, which are included in the cost breakdown.

City Engineer Jankowski replied the trees that will be removed are located on Uranimite Street.

Motion by Councilmember Elvig, seconded by Councilmember Olson, to close the public
hearing.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Cook, Jeffrey,
Pearson, and Strommen. Voting No: None.

The public hearing was closed at 7:30 p.m.

Council Business

Mayor Gamec called the regular City Council meeting back to order at 7:30 p.m.

Mayor Gamec stated the cost of this project is a huge increase from the estimate. It would be a
good idea to discuss this with the neighbors in the area no matter what is done.

Councilmember Cook stated it is important that the citizens understand that when the City goes
through this process the Engineering Department puts their best effort forward to come up with
costs without putting a lot of expense into that calculation. Sometimes when they get into the
actual engineering part of the analysis the costs go up. The City is equally as surprised by these
costs.

Mayor Gamec asked if the areas where prices could be reduced would drop the price
considerably.

City Council / March 28, 2006
