Mayor Gamec noted there is a major problem in this area in trying to deal with the gravel and the <br />drainage. <br /> <br />Councilmember Cook suggested if the City were to contribute more than the 50% for this <br />project, findings of fact would be necessary to show that it is different than a normal resurfacing <br />project. Some of these factors may be the wetlands and the underlying soils. <br /> <br />Councilmember Elvig concurred. He noted the residents, the Public Works Committee and the <br />Council all agreed that at a 50/50 split, the project was equitable. Obviously there is an anomaly <br />on this road which needs to be pinned down to consider participation at another level. <br /> <br />Mayor Gamec suggested action on this project be tabled and brought back to a work session for <br />discussion. <br /> <br />Councilmember Cook suggested this process move forward in order to have the project bid for <br />this year's construction season. If the process is started now they will have 90 days to come up <br />with a solid determination regarding the funding and costs. <br /> <br />Councilmember Elvig directed staff to include a breakout of costs that would include possible <br />cost reductions when the project is put out for bid. <br /> <br />Councilmember Strommen directed staff to hold a neighborhood meeting with the residents to <br />discuss the project and costs. <br /> <br />Councilmember Jeffrey directed staff to provide the Council with information regarding the <br />anomalies on this project in order to provide a good, valued judgment on the project and costs. <br /> <br />Mayor Gamec directed staff to include this topic on the agenda of the next Public Works <br />Committee meeting. <br /> <br />City Engineer Jankowski indicated staff will meet with the residents in a neighborhood meeting <br />and obtain input. This information will be shared with the Public Works Committee with a <br />recommendation for the Public Works Committee to modify the feasibility study. <br /> <br />Councilmember Cook directed staff to also provide findings of fact to show how this project is <br />different than other projects that would allow the City to fund the project at a higher than 50% <br />portion. <br /> <br />Case #5: Authorize Contract for Construction of New Park Shelter at Central Park <br /> <br />Assistant City Administrator Nelson reviewed that on February 28, 2006, the Council authorized <br />re-bidding for the new park shelter at Central Park. This new structure would replace the <br />existing Park Shelter located at the southern end of Central Park. The Ramsey Lions Club has <br />donated $185,000 towards the cost of constructing the new park shelter. Bids were received and <br />opened at City Hall on Friday, March 24, 2006, at 10:00 a.m. Three bids were received. The <br />low bid was from DNR Construction Services in the amount of $311,500.00.
