for the toilet room shell and rough-in was bid at $57,800.00, and the deduct alternate for the
reduction in the size of the building by one bay was in the amount of $17,200.00. Ms. Nelson
indicated DNR Construction Services has received good references. Staff recommends the
contract for construction be awarded to DNR Construction Services. The item for discussion by
the Council is whether to include the add alternate of the toilet shell rough in. Members of The
Lions are present to speak to the Council regarding the project.

Gordy Berger, The Ramsey Lions, stated he is excited about this project and happy the City is
going forward with the project. The Ramsey Lions have contributed $185,000 to the City, and
are preparing another donation that the City can put towards this building if they choose.

Martin Schindel, The Ramsey Lions, stated The Ramsey Lions want to be included in this
project and want it done right. They are caught fight in the middle now; the project is just under
budget if the toilet shell rough in is not included, and just over budget if it is included. The
Ramsey Lions will be making another donation to the City, which would likely cover the
difference.

Mayor Gamec inquired if the Park Fund balance would cover the cost of the add alternate, which
could be reimbursed if another donation were to come in.

Assistant City Administrator Nelson replied the cost would be funded from the Charitable
Gambling Fund, which has a balance of approximately $385,000.

Mayor Gamec stated he would agree with moving ahead with the add alternate due to the amount
of use this park gets. There is money available in the fund, and if there is a donation it could be
applied back to the funds.

Councilmember Cook expressed his support with including the rough in to provide a bathroom
that is ready to work when sewer and water comes to this area. He noted the bathroom could not
be added at this price in the future.

Councilmember Jeffrey concurred.

Councilmember Elvig stated he will be abstaining from the vote on this contract as DNR
Construction Services is a company he has subcontracted with.

Motion by Councilmember Jeffrey, seconded by Councilmember Cook, to approve Resolution
No. 06-03-097, Authorizing Contract for the Construction of the new Park Shelter at Central
Park to DNR Construction Services in the amount of $311,500.00, with Add No. 1 included in
the amount of $57,800.00.

Further discussion: Councilmember Cook directed staff to check with CTX about the possibility
ora vault being installed that could be retrofit to plumbed-in bathrooms in the future.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Cook, Olson, Pearson,
and Strommen. Voting No: None. Abstain: Councilmember Elvig.

City Council / March 28, 2006
