Frolik clarified this moratorium will <br />cover all areas outside the MUSA, with the exception of the Rural Reserve and the Rural <br />Preserve. <br /> <br />Councilmember Strommen questioned if all of the Rural Developing Zone is currently under the <br />cluster ordinance. <br /> <br />Ass't Community Development Dir/HRA Executive Dir. Frolik responded in the affirmative. <br /> <br />Councilmember Olson directed staff to include updates regarding the cluster ordinance and <br />moratorium process in the Ramsey Resident. <br /> <br />Mayor Gamec inquired about the zoning of Rum River Hills Golf Course. <br /> <br />Ass't Community Development DirgrlRA Executive Dir. Fmlik replied the golf course is zoned <br />Rural Developing. <br /> <br />City Attorney Goodrich advised existing lots would be exempt from the moratorium. <br /> <br />Ass't Community Development Dir/HRA Executive Dir. Frolik explained the moratorium would <br />prohibit all subdivisions. Existing lots of record are developable. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to introduce an <br />ordinance establishing a moratorium on the development of certain parcels of land within the <br />City of Ramsey, Anoka County, Minnesota. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Elvig, Cook, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Further discussion: City Attorney Goodrich indicated this ordinance will be on the April 11, <br />2006 Council agenda. Councilmember Elvig thanked the residents for their input and <br />professionalism. He stated this has been a very hard process and a lot of people have spent a <br />great deal of time. He looks forward to working with the residents to develop what makes sense <br />in the area under a new clustering ordinance. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to direct staff to <br />reimburse Shade Tree Construction the $300 preliminary plat application fee and $1,000 escrow <br />amount for Shade Tree Creek, at a total of $1,300. <br /> <br />Further discussion: Mayor Gamec asked if this reimbursement would apply to all other cluster <br />developments as well. City Attorney Goodrich replied the Shade Tree situation is very unique. <br />Mayor Gamec noted preliminary plats have not been submitted yet for the other cluster <br />developments. Councilmember Olson asked what the situation will be with the other cluster <br />developments.
