Voting No: None. <br /> <br />Case #9: <br /> <br />Consider Authorization of Request for Proposals for Ramsey Crossings Area <br />(West of Armstrong Boulevard) <br /> <br />Councilmember Elvig stated he will be abstaining from the vote and discussion on this case. He <br />left the Council dais at 9:18 p.m. <br /> <br />City Administrator Norman reviewed that the City Council adopted a redevelopment study for <br />Ramsey Crossings during the Council meeting of February 14, 2006. The area referred to as <br />Ramsey Crossings is adjacent to the Ramsey Town Center and has been discussed as a <br />development or redevelopment project for a number of years. The study suggested that the area <br />in question should be developed in a way that provides for commercial, retail, and office <br />opportunities that would both benefit from as well as to the Ramsey Town Center. The <br />redevelopment area is not intended to be a Ramsey Town Center II; rather it is intended to be an <br />area that, while different in development configuration and providing for different types and <br />scale of development, it is a compliment to the Ramsey Town Center uses. Mr. Norman <br />reviewed that staff and the City Attorney were directed to begin acquisitions of all the properties <br />involved in the Ramsey Crossings Area. As part of that direction, staff was also directed to <br />develop a Request for Proposal to select a partner developer for the development of Ramsey <br />Crossings. The selected developer would then redevelop the land into a retail center base <br />utilizing the concept that the City would agree with and collaborate. A draft Request for <br />Proposal has been prepared and is ready for Council consideration. A revised Request for <br />Proposal has been distributed to the Council this evening. Mr. Norman indicated the City <br />Attorney has advised that the following language be added to the Council motion "... with the <br />understanding that the Request for Proposal is a draft and will be revised before final <br />preparation." <br /> <br />Councilmember Jeffrey questioned what the difference is with the revised Request for Proposal. <br /> <br />City Administrator Norman replied a lot of detail has been included by the Attorney. The <br />content and intent have not changed; the language has been cleaned up. <br /> <br />Mayor Gamee inquired if anything would be affected by the pending legislation. <br /> <br />City Attomey Goodrich replied it would depend how the bill is drafted. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Cook, to authorize Request for <br />Proposals of Ramsey Crossings, with the understanding that the Request for Proposal is a draft <br />and will be revised before final preparation." <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Cook, Olson, Pearson, <br />and Strommen. Voting No: None.
