use on a Saturday. Councilmember Cook noted the school is required to end their use at a <br />certain time, and the field would be available during the rest of the day. In addition, the City has <br />the ability to supersede the school's use. The whole spirit of this contract is to have a joint <br />agreement with the school, since the school is located next to the park, rather than using up land <br />for another field. He thinks the agreement is very well laid out. Councilmember Elvig <br />commented it is up to staff to keep open relationships; this will all build out, and there will be <br />more competition for the field. With the agreement structured for a one year period it will need <br />to be reviewed and monitored. He inquired if the same type of fee is in place for the situation <br />such as bars that use parks for softball. Mr. Riverblood replied the fees in this agreement would <br />relate to youth groups, schools and other athletic associations. There is a fee schedule in place <br />for tournaments, which reflects a close charge to the actual cost. <br /> <br />Motion carried. Voting Yes: Councilmembers Cook, Elvig, Jeffrey, Olson, Pearson, and <br />Strommen. Voting No: Mayor Garnet. <br /> <br />Case #15: Order 2006 Street Maintenance Program <br /> <br />City Engineer Jankowski stated the purpose of this case is to accept plans and specifications and <br />direct staff to solicit bids for the 2006 Pavement Maintenance Program. He reviewed the <br />following changes from the program considered at the public hearing held on January 24, 2006: <br /> · 157th Lane has been removed from the program due to the fact that a petition has been <br /> received from residents of that street requesting a feasibility study for the extension of <br /> sewer and water. <br /> · The Riverdale Drive and the segments of Armstrong Boulevard and Alpaca Street north <br /> of Riverdale Drive in the Alpaca Estates subdivision have been removed because these <br /> streets would be affected by the installation of sanitary sewer and water which is being <br /> considered to be extended to the vacant parcel east of Alpaca Estates. <br /> · The program has added project 06-12 which consists of the construction of 160th Lane for <br /> a distance of 300 feet west of the point it currently terminates in a cul-de-sac west of <br /> Jasper Street. This project will be bid as a separate division and funding will he provided <br /> by the general fund. <br /> <br />City Engineer Jankowski advised the 2006 program is proposed to be financed through a nmnber <br />of funding sources including MSA funds, developer escrows, special assessments, and City <br />general funds. It should be noted that MSA streets will be special assessed in the same manner <br />as other City streets. It is recommended that the Council accept plans and specifications and <br />authorize solicitation of bids for the 2006 Pavement Maintenance Program. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to adopt resolutions #06- <br />03-102 through 06-03-111 accepting plans and specifications and directing staff to solicit bids <br />for the 2006 Pavement Maintenance Program. <br /> <br />Motion carried.
