Further discussion: Mayor Garnec asked when the program will begin. City Engineer <br />Jankowski replied the program has been structured into three divisions. Division A will include <br />sealcoats, Division B will include overlays with two stormsewer projects, and Division C will <br />include paving projects. Staff will attempt to get right to the sealcoating, which was the whole <br />purpose of bringing this project forward earlier this year. The overlays may be delayed until <br />June or July. <br /> <br />Case #16: Report from Finance Committee <br /> <br />1) <br /> <br />Consider Authorization for Lord of Life Memorial Gardens Master Plan <br />Redesign <br /> <br />Councilmember Strommen explained this case included a discussion of the possible realignment <br />of T.H. #47 to U.S. Highway 10 via Dysprosium Street and how this would impact the future <br />Master Plan for the Memorial Gardens at Lord of Life Church. The City agreed to contract with <br />the architect of the Lord of Life Church to redesign and update the Master Plan of the site to <br />determine the amount of land that would be necessary to satisfy the need for space and <br />accomplish the intended uses on the site. It was determined that the T.H. #47 realignment <br />through the Lord of Life property would be a workable plan. In order to complete the process <br />with the Lord of Life Church, the church has requested that the final phase of the Master Plan <br />revision be completed by the City at a cost of $15,000. The expenditure would be funded <br />through TIF District No. 1. The Finance Committee was favorable to the expenditure, but had <br />questions regarding the timing, as the joint powers group is still determining the realignment of <br />T.H. #47. The action of the Finance Committee was to table this case until staff could come <br />back with some response from the church on their timing so funds are not extended until the <br />realignment will go forward. <br /> <br />2) 2006 Anoka Aquatic Center Contribution <br /> <br />Councilmember Strommen stated the Finance Committee recommended authorization of $4,000 <br />for the Anoka Aquatic Center to be funded from the Lawful Gambling Fund. The City has <br />supported the Anoka Aquatic Center with a cash contribution for the past eight years, which <br />provides the residents with a discount at the facility. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Jeffrey, to ratify the <br />recommendation of the Finance Committee in Case No. 2 and to adopt Resolution #06-03-112 <br />authorizing $4,000 for the Anoka Aquatic Center to be funded from the Lawful Gambling Fund. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Jeffrey, Cook, Elvig, <br />Olson, and Pearson. Voting No: None. <br /> <br />Further discussion: Mayor Gamec commented many residents have expressed their appreciation <br />for the Aquatic Center contribution.
