Case #17: Report from Personnel Committee 1) Consider Ending Probationary Period for the Parks Lead Person Councilmember Cook stated on September 14, 2005, Michael Berge was promoted to Parks Lead Person. Mr. Berge has successfully completed his six-month probationary period as the Parks Lead Person and the Public Works Director recommends Mr. Berge as the City's Parks Lead Person. It was the recommendation of the Personnel Committee that Mr. Berge's probationary period be ended. 2) Consider Ending Probationary Period for Community Development Director Councilmember Cook stated Patrick Trudgeon has successfully completed his one-year probationary period as Community Development Director. The City Administrator recommends retaining Mr. Trudgeon as the full-time regular Community Development Director. It was the recommendation of the Personnel Committee that Mr. Trudgeon's probationary period be ended and that he be retained as the full-time regular Community Development Director. 3) Consider Appointments to the Planning Commission Councilmember Cook stated interviews were conducted with five individuals on March 15, 2006, for the vacancies on the Planning Commission. The recommendation of the Personnel Committee is to appoint Ralph Hunt and Jessica Trites Rolle to the Planning Commission. Mr. Hunt's term would expire December 31, 2011 and Ms. Trites Rolle's term would expire December 31, 2010. 4) Introduction of an Ordinance Amending Section 2.03, Boards and Commissions Councilmember Cook explained at the March 14, 2006 City Council meeting, the Council voted to amend the Policy for Appointing Board and Commission Members by eliminating term limits. Approval of this ordinance will allow commissioners to serve four-year terms indefinitely, except that the Council may decide not to reappoint a board or commission member after his or her term has expired. The recommendation of the Personnel Committee was to introduce the ordinance amending the section of the City Code in relation to the term limits. Motion by Councilmember Cook, seconded by Councilmember Olson, to ratify the recommendation of the Personnel Committee in Case Nos. 1 through 4 and to adopt Resolution #06-03-113A ending the probationary period for Michael Berge and granting him status as a full- time regular Parks Lead Person; to adopt Resolution #06-03-114A ending the probationary period for Patrick Trudgeon and granting him status as the full-time regular Community Development Director; and adopt Resolution #06-03-115A to appoint Ralph Hunt to the Planning Commission with a term to expire December 31,2011 and appoint Jessica Trites Rolle to the Planning Commission with a term to expire December 31, 2010; and to introduce an ordinance to amend Chapter 2.0-3 of the City Code, titled "Boards and Commissions" by amending Section 2.03.02, subd. 6,"Term Limits" to "Terms".
