CC Regular Session 7.5. <br />Meeting Date: 05/23/2023 <br />Submitted For: Joe Feriancek, Engineering/Public Works <br />By: Joe Feriancek, Engineering/Public Works <br />Information <br />Title: <br />Adopt Resolution #23-104 Accepting Bids and Awarding Contract for Improvement Project #23-05, Barthel's <br />Rum River Acres 2nd Street Reconstructions <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #23-104 accepting bids and awarding contract for Improvement <br />Project #23-05, Barthel's Rum River Acres 2nd Street Reconstructions. <br />Background: <br />City Improvement Project #23-05 proposes to reconstruct the streets within the Barthel's Rum River Acres 2nd <br />subdivision, generally located between 161st Avenue and 164th Avenue, adjacent to the Rum River. The streets <br />are 24 feet wide rural section with drainage swales along both sides of the streets, totaling 1.64 miles in length. A <br />street segment summary is attached to this case for reference. <br />Project History <br />• 2023 — 2032 Capital Improvement Program — listed as street reconstruction for 2023 <br />• Resolution #22-204 & Resolution #22-202 adopted August 23, 2022, City Council accepted proposals for <br />geotechnical report and topographic survey <br />• November 15, 2022 Public Works Committee recommended City Council order plans and specifications <br />• Resolution #22-286 adopted December 13, 2022, City Council ordered plans and specifications <br />• Resolution #23-047 adopted February 28, 2023, City Council accepted a proposal for an addendum to the <br />geotechnical report <br />• April 18, 2023 Public Works Committee recommended City Council approve plans and specifications and <br />authorize advertisement for bids <br />• Resolution #23-082 adopted April 25, 2023, City Council approved plans and specifications and authorized <br />advertisement for bids <br />• May 19, 2023 bids were publicly opened. <br />Pavement History <br />The streets within the subdivision were built in 1988. Pavement maintenance has included an initial round of <br />crack seal / seal coat improvements in 1994. In 1997 161 st Lane and Dysprosium Street received overlay <br />improvements. All street segments received 2 more rounds of crack seal / seal coat improvements in 2001 and <br />2009. Maintenance crews have performed patching over the last several years, including patching some areas of <br />the road with clay subgrade coming to the surface. 2021 PASER values we 2 for all street segments. PASER <br />values of 2 are as low as any street segments within the City. <br />Ground Penetrating Radar (GPR) was performed on the street segments. Bituminous pavement thickness averages <br />were between 3.0 and 3.7 inches thick on the various street segment. Aggregate base thickness was found to vary <br />between 4.0 and 4.6 inches thick. GPR data was not available for some street segments. The GPR summary is <br />included in the attached street segment summary. <br />Proposed Improvements <br />Staff review of the geotechnical report found a mix of native sandy and clayey alluvial soils made up the sub -base <br />material.
