are also free draining materials. The clayey soils are considered undesirable materials, and are proposed to be <br />replaced with 2 feet of select granular material on top of geotechnical fabric. Generally, these subsoil corrections <br />are proposed along 164th Avenue, the northern portion of Germanium Street, and 161st Avenue connecting into <br />the Estates of Silver Oaks subdivision. Additionally, the southern portion of Germanium Street and adjacent 161st <br />Lane was found to have a high-water table, which seasonally impacts the strength of the pavement section. The <br />project proposes to raise the elevation of the pavement approximately 1-foot to allow the pavement section to be <br />dry during seasonally high-water. In the areas not requiring corrections, Staff is proposing to use a pavement <br />section made up of 6-inches in -place reclamation material below 3.5-inches of new bituminous pavement. <br />This project proposes to remove the stub street at the comer of Dysprosium Street and 161st Lane, and create a <br />true corner, since the development of the adjacent Scout Camp property is not currently proposed to occur. <br />In general, the current swales along the streets are not proposed to be re -graded as part of this project. Due to the <br />nature of subsoil corrections, and raising the profile of the pavement, some areas of the project will have impacts <br />to the in -slopes between the pavement and bottom of the swales. No changes to the current drainage patterns are <br />proposed. The existing culverts crossing the streets are proposed to be removed and replaced, this is to ensure the <br />culverts will last at least through the proposed 60-year design life of the street. Due to the subsoil corrections, <br />drain tile will be added in the low areas to properly drain the pavement subbase. The drain tile is proposed to drain <br />into the existing swales. <br />Anticipated Build Process <br />• Install traffic control and erosion control measures <br />o These are maintained throughout the project <br />• Project removals <br />o Perform subsoil corrections <br />• Remove excess reclaim material, shape and compact remaining material <br />o In non -correction areas, 6 inches of reclaim material is proposed to remain in -place <br />o Excess reclaim is stockpiled and will be used on future City projects <br />• Remove and replace storm culverts crossing the streets <br />• Place aggregate base in subsoil correction areas <br />• Raise grade as required in high ground water area <br />o Near intersection of Germanium Street and 161st Lane <br />• Place first lift of bituminous pavement <br />• Finish driveway repairs <br />• Restore the boulevard in any impacted areas <br />o 2 inches topsoil, seed and hydro -mulch <br />• Traffic control devices are removed as the project allows <br />• Place the final lift of bituminous pavement <br />• Erosion control measures are removed after restoration has been complete and new turf is established <br />Preliminary Schedule Remaining <br />• Staff Receives Bids <br />o May 19, 2023 <br />• Council Awards Contract to the lowest responsible bidder <br />0 May 23, 2023 <br />• Contractor begins construction <br />o June 2023 <br />• Contractor Substantially Completes construction <br />o September 1, 2023 <br />• Contractor Final Completion (verify final restoration, punch list created) <br />o September 29, 2023 <br />The proposed improvements are designated as City Improvement Project #23-05, Barthel's Rum River Acres 2nd <br />Street Reconstructions. <br />Notification: <br />
