Alternative #2 — Motion of other. Funding Source: Funding for this improvement is proposed to come from Pavement Management Funds and Stormwater Utility Funds. Bids were advertised on Friday, April 28, and again on Friday May 5, 2023, in the City's official newspaper, the Anoka Union Herald. On May 19, 2023 a total of three (3) bids were received, opened, and tabulated, and the following bids were found to comply with the advertisement for bids. Contractor Total Bid Douglass -Kerr Underground, L.L.C. $1,198,428.85 New Look Contracting, Inc. $1,298,720.25 Park Construction Company $1,571,339.47 Engineer's Estimate $1, 496, 939.86 The bid of Douglass -Kerr Underground, L.L.C. in the amount of $1,198,428.85 for the total bid construction of said improvements in accordance with the approved plans and specifications and advertisement for bids, is the lowest responsible bidder. Adding indirect costs in the amount of 23-percent brings the total project costs to $1,474,067.49. The low bid is 20-percent less than the engineer's estimate, primarily due to lower than anticipated bituminous and excavation costs. The construction staking is included in the indirect project costs, and proposed to be paid with Pavement Management funds. City Staff proposes to administer and inspect construction. Plans and specifications were prepared in-house as part of Staff's normal duties. Recommendation: Staff recommends adopting Resolution #23-104 accepting bids and awarding contract for Improvement Project #23-05, Barthel's Rum River Acres 2nd Street Reconstructions.
