The bid of Diversified Paving, Inc. of Saint Cloud, Minnesota, in the amount of $310,671.88 for the total bid for <br />construction of the improvements in accordance with the approved plans and specifications and advertisements <br />for bids, was the lowest responsible bid received. <br />Staff had estimated construction costs at $267,600.00. Staff attempts to estimate construction costs using <br />estimated average bid prices so our estimate falls in the middle of all bids received. However, staffs estimate for <br />this project was lower than the lowest bid due to using an estimated unit bid price for bituminous pavement of <br />$100 per ton, while this unit bid price from all bids received ranged from $119 to $169 per ton. <br />Notification: <br />Advertisements for bids were published in the Anoka County Union Herald on Friday, April 28th, and Friday, <br />May 5th, 2023. <br />Time Frame/Observations/Alternatives: <br />The current pavement condition in these 21 locations is resulting in unsafe driving conditions due to drivers <br />swerving into opposing lanes to avoid potholes. In addition, the City has received numerous vehicle damage <br />claims from people driving on these streets. This project will provide a significant safety benefit to the public and <br />will reduce the number of calls for service being received by City staff, allowing staff to work on other core duties <br />that have been neglected in recent years due to staff focusing on pavement patching.
