cooperation of the City of Andover to designate a similar connecting segment since MSA <br />roads must begin and terminate on other MSA roadways or state trunk highways. Staff <br />conversations with the City of Andover City Engineer indicated that Andover was also <br />looking for opportunities to designate additions to their system, and would be interested <br />in designating the necessary segment as early as next year. However, Andover has <br />designated additional mileage for 2006 and does not have sufficient additional mileage to <br />make this addition this year. The length of the mileage needed would be in the range of <br />0.6 to 0.7 miles. The intent of this extension would be to facilitate the creation of <br />another bridge crossing across the Rum River. <br />Option 2 The extension of Sunwood Drive fi.om Armstrong Boulevard west to Puma <br />Street which is currently designated as segment 109 of the City's MSA system. Most of <br />the length of this roadway is currently nonexistent which would maximize the needs <br />dollars. The length of the mileage needed for this designation would be 0.90 miles. <br />Option 3 The extension of 160th Lane to Central Park (the intersection of 161st Avenue <br />and Armstrong Boulevard). To comply with state aid requirements that segments start <br />and terminate on the "system" it would be necessary to also designate the segment of <br />Jaspar Street from Ramsey Boulevard to 160th Street to make the system connection. The <br />length of the mileage needed for this designation would be would be 1.0 miles from <br />Ramsey to Vafiolite and an additional 0.5 miles for Variolite to Armstrong Boulevard. <br /> <br />Chairperson Elvig questioned if the MSA planned segments should more accurately reflect the <br />planned street route. <br /> <br />City Engineer Jankowski replied the route only needs to be somewhat logical; it would not need <br />to be constructed in the depicted location. <br /> <br />Councilmember Olson asked how long the MSA segments can remain nonexistent. <br /> <br />City Engineer Jankowski replied there is not limit on the length of time the segment can be <br />depicted but not existent. <br /> <br />Chairperson Elvig questioned if there has been anything built in the way of a previously <br />designated mad. ' <br /> <br />City Engineer Jankowski replied a designated road would not need to be removed from the <br />designation if there were to be anything constructed in the route. He advised it will be necessary <br />for the City Council to pass a formal resolution requesting system modifications prior to May 1, <br />2006 in order for any new additions to be included in the next round of needs determination. <br />Therefore any modifications will need to be formally adopted by Council no later than the April <br />25th Council meeting for the City to be able to draw needs on these segments this year. Mr. <br />Jankowski advised staff recommends that the Cormuittee recommend to the City Council the <br />roadways associated with Option 2 and 3 be submitted to the state for additions to the City's <br />MSA system. This will add 2.4 miles bringing the City to within 0.07 miles of its allowable <br />mileage designation and would add the following streets to the system: <br /> <br />Public Works Committee / March 21, 2006 <br /> Page 9 of 12 <br /> <br /> <br />
