In <br />recognition of that fact she agrees with the idea of making a retroactive assessment if a property <br />is developed within a certain number of years. <br /> <br />Mayor Gamec expressed concern with the bookkeeping that will be required to keep track of this <br />type of policy. <br /> <br />City Engineer Jankowski indicated the City's street inventory is kept up to date; each <br />development proposal could include a routine check to determine whether there should be an <br />assessment. <br /> <br />Chairperson Elvig suggested the timefi'ame for assessing a property be based on the project life, <br />such as half of the length of the project. <br /> <br />City Engineer Jankowski indicated staff will conduct research regarding the anticipated service <br />life for a road reconstruction project. <br /> <br />The consensus of the Committee was recommend that the City Council direct staff to prepare a <br />draft street reconstruction assessment policy by pin number, at an assessment amount not to <br />exceed $7,000, with a recommendation on a timefi'ame to charge properties that are split with/n a <br />certain number of years of the street reconstruction, and that the redevelopment of Now and <br />Then Estates be reconsidered in August 2006. <br /> <br />Chairperson Elvig stated Public Works will have to keep in mind this is a new policy and some <br />of the reconstruction costs on these projects will be incurred by Public Works. He directed staff <br />to provide the Committee with examples of reconstruction projects and what the cost would be to <br />the residents. <br /> <br />Case #3: Consider Authorizing 157th Lane Sewer and Water Feasibility Study <br /> <br />Moved up in the agenda to precede Case No. 1. <br /> <br />Case #4: Consider Modification to the Municipal State Aid System <br /> <br />City Engineer Jankowski advised this case is a continuation of the discussion initiated at the <br />February 21, 2006 Committee meeting relative to the designation of additional mileage the <br />City's Municipal State Aid system (MSA). Cities are allowed to designate up to 20% of the <br />certified mileage as MSA route. New segments must start and terminate on the existing system <br />and MnDot must agree to the reasonableness to any proposed changes to the MSAS. The City <br />currently has the ability to designate 2.47 miles to its current system. <br /> <br />City Engineer Jankowski reviewed that at the February Committee meeting the three additions <br />below were suggested for staffto evaluate: <br /> <br />· Option 1 The extension of a segment between Alpine Drive and 157th Avenue <br /> connecting to the City of Andover's MSA system.
