City Engineer Jankowski indicated the City's street inventory is kept up to date; each development proposal could include a routine check to determine whether there should be an assessment. Chairperson Elvig suggested the timefi'ame for assessing a property be based on the project life, such as half of the length of the project. City Engineer Jankowski indicated staff will conduct research regarding the anticipated service life for a road reconstruction project. The consensus of the Committee was recommend that the City Council direct staff to prepare a draft street reconstruction assessment policy by pin number, at an assessment amount not to exceed $7,000, with a recommendation on a timefi'ame to charge properties that are split with/n a certain number of years of the street reconstruction, and that the redevelopment of Now and Then Estates be reconsidered in August 2006. Chairperson Elvig stated Public Works will have to keep in mind this is a new policy and some of the reconstruction costs on these projects will be incurred by Public Works. He directed staff to provide the Committee with examples of reconstruction projects and what the cost would be to the residents. Case #4: Consider Modification to the Municipal State Aid System City Engineer Jankowski advised this case is a continuation of the discussion initiated at the February 21, 2006 Committee meeting relative to the designation of additional mileage the City's Municipal State Aid system (MSA). Cities are allowed to designate up to 20% of the certified mileage as MSA route. New segments must start and terminate on the existing system and MnDot must agree to the reasonableness to any proposed changes to the MSAS. The City currently has the ability to designate 2.47 miles to its current system. City Engineer Jankowski reviewed that at the February Committee meeting the three additions below were suggested for staffto evaluate: · Option 1 The extension of a segment between Alpine Drive and 157th Avenue connecting to the City of Andover's MSA system.
