<br />Councilmember Cook stated that the median price can be the same because more <br />affordable housing was available and sold. He added that a person wants a steady <br />appreciation on his home - you do not want to have it be less. <br /> <br />Mr. Hartman stated that the conception is that the City is continuing these big jumps of <br />15 to 17% every year but people will not get that big of a jump in sales price. He added <br />that if the increases continue with double-digit percents, people will be back complaining. <br />He suggested that maybe Council should address this issue. <br /> <br />Councilmember Cook stated that Council has talked about the difficulty in not increasing <br />taxes - we are a growing City and have more need for staff but have had to put some off. <br />We are working hard on the Town Center to take some burden off residential and place it <br />more on the commercial properties. <br /> <br />Councilmember Olson talked about the one-year lag also. <br /> <br />Dennis Olson, 8260 - 159th Lane NW, stated that everyone is asking about his or her <br />taxes - the State of Wisconsin charges fees for everything. He reported that he heard <br />tonight that Representatives are trying to get everyone a refund. <br /> <br />Winslow Holasek, 1159 Andover Boulevard, Andover, inquired if the Ramsey Town <br />Center is in a TIF District. <br /> <br />Mayor Gamec replied no - only part is an industrial park. <br /> <br />City Administrator Norman stated that is coming off in 2006. He added that most of <br />Town center is not even eligible for TIF because it's commercial. <br /> <br />Mr. Holasek stated that his other complaint is with regard to the watershed tax. <br /> <br />Mr. Reimann asked what the tax is for the waste management special assessment. His <br />went from $36 last year to $116 this year. <br /> <br />Mayor Gamec stated that is the recycling charge. <br /> <br />John Lyrenmann, 9360 - 181 st Avenue NW, stated he was curious how the County knows <br />valuations are going up 20,000 next year. He did not think the market was that hot. <br /> <br />Mayor Gamec stated that the County bases valuation on sales. The years 2004 and 2005, <br />the market was very strong; it has leveled off now. <br /> <br />Councilmember Cook stated that 15% of that is market value and assessed value <br />discrepancy - that's playing catch-up. <br /> <br />Board of Review - April 1 0, 2006 <br />Page 3 of 4 <br />
