Shade Tree Creek <br />Preliminary Plat Review <br />April 21, 2006 <br />3 off <br />Wetlands: A portion of the property is wetland. The City has adopted a wetland buffer <br />ordinance that applies to your plat. The wetland is determined to be categorized as "Preserve" <br />and requires a buffer that ranges fi.om twenty-five (25) feet to f'ffiy (50) feet and maintains an <br />average width of thirty (30) feet throughout. It appears that existing vegetation may satisfy the <br />buffer requirements. The buffer area is required to be marked with appropriate monumentation <br />and cannot be graded or mowed. At this time, monumentation is required only for Lots 5-6 <br />Block 3. If and/or when the remaining lots are developed, addition monumentation will be <br />required. Also, at the time of final plat recording, you must record a notice of the wetland buffer <br />requirement and prohibited activities against the title of each impacted lot with the office of the <br />Anoka County Recorder. A complete llst of prohibited activities is available from the <br />Community Development department. <br /> <br />It appears that the plat will require wetland filling. In instances where roadways must be aligned <br />adjacent to or across a wetland, additional wetland filling to create a buffer strip is not required. <br />A Lower Rum River Water Management Organization Permit (LLRWMO) is required for this <br />plat. Final plat approval will be contingent on receipt of this permit. <br /> <br />Drainage and Grading: · Retaining walls need to signed by an Engineer and submitted to the City of Ramsey for <br /> approval. Any retaining wails higher than 42" must have an approved railing or fence. <br /> · The storm water calculations must be submitted to the Lower Rum River Water <br /> 4Management Organization CLRRWMO) for review and approval. <br /> · 3[ revised grading plan needs to ~3e submitted to the LRKWWO for approval. <br /> · A NPDES permit is also required with a courtesy copy of the City of Ramsey. <br /> <br />Streets and Access: The preliminary plat proposes to provide two public streets (Erldum Street <br />and 177m Avenue). City urban standards must be followed in the construction of all streets <br />fronting proposed lots. <br /> <br />The plan has been revised to eliminate the need for a variance to cul-de-sac length on Erkium <br />Street. The section of Erkium Street south of the proposed lots should be indicated as an outlot, <br />rather than being platted. Wayne and Marian Meloche are the property owners south of the plat <br />and currently have a private easement through your property under the Development Agreement <br />for Riverbrook. The existing private road easement will remain through the parcel, until such a <br />time when the parcel fully develops. <br /> <br />The plan indicates the extension of 177th Avenue to the west boundary of the plat. A variance has <br />been granted to construct this road to the extent of the plat. Urban standards should be followed <br />along the proposed lots, and rural standards are acceptable west to the parcel boundary. The City <br />is exploring options for obtaining right-of-way to make that connection continuous all the way to <br />Hw. 47 to the west. <br /> <br />46 <br /> <br /> <br />
