Shade Tree Creek <br />Preliminary Plat Review <br />April 21, 2006 <br />4 of 5 <br />A service road will be required for construction, with a minimum ora Class 5 surface, to access <br />the area of the proposed common septic system. <br />During construction, existing Erkium Street & 177th Avenue must remain passable at all times. <br /> Sidewalls: A 5 foot concrete sidewalk will be required along the east side of Erkium Street and <br /> the north side of 177th Avenue, as requested by the Plmming Commission. Please submit revised <br /> plans that indicate the location of a sidewalk. <br /> Traffic Generation Analysis: A traffic generation analysis has been conducted for the proposed <br /> plat. A stop sign is required at the comer of Erkium Street and existing 177th Avenue. At full <br /> build-out, the extension of 177th to Higlxway 47 will be necessary to achieve acceptable levels of <br /> service on County Road 27. It is hoped that tlfis connection will be achieved as soon as possible. <br /> Water Utilities: The new lots are proposed to be served by individual wells. All water <br /> infrastructure must be installed prior to the installation of the streets. The City has reviewed your <br /> plan for the maintenance of water utilities. Continuity tests will be required after i~.stallation. All <br /> valves need to be operated at least twice a year, and the City of Ramsey shall be notified of ail <br /> maintenance and be provided a letter stating that the watermain has been flushed. Additional <br /> comments and requirements will be detailed at the Final Plat stage. <br /> Sewer and Septic Utilities: City Staffhas reviewed the submitted soils and septic system <br /> information, and has the following comments: <br /> · ~An access road needs to be pro,)i'ded to the lift station. The proposed lift station must be <br /> encumbered with a drainage and utility easement. <br /> · An access road needs to be provided to the drainfield. Also, signage and fencing will be <br /> required around the perimeter of the primary and secondary drain.field site <br /> · When the septic system and lift station are abandoned, disruption to existing lots must be <br /> minimized, and the sewer system must be a gravity system to the south. <br /> · The sanitary sewer needs to be revised to provide a minimum of 5 feet of cover with <br /> insulation. <br /> <br />Easements: All wetlands appear to be encumbered by drainage and utility easements. An <br />easement is also required around the proposed lift station. <br /> <br />Home Owners Association: A Home Owners' Association (HOA) is required for this <br />development. The City will need to approve all HOA documents prior to release of the final plat <br />for recording. The HOA, through a professional management company, w/Il be required to <br />establish a financial surety to insure the adequate operation and maintenance of the on site <br />system, and the eventual connection to the municipal system when it becomes available. It will <br />also be the developer's responsibility to notify potential purchasers of cluster lots of the <br />possibility of future development on the remainder of the parcel. The notice must include a <br />statement to this effect and include a copy of the Urban Development Plan required as part of <br />City Code. A copy of this notice shall be sent to the City.
