Dysprosium Street: Paul Donna of Northland Securities will be presenting the City '&ith <br />financing options for redevelopment in this area. There may be long term financing <br />available for this area through the Housing and Redevelopment Authority (HRA). <br /> <br />Councilmember Elvig suggested there may be dollars available for this type of program through <br />the Metropolitan Council and Smart Growth. He noted the city of Mirmetonka utilizes a program <br />using a revolving housing fund through the HRA to purchase and resell homes at affordable <br />prices. <br /> <br />City Administrator Norman indicated it may be beneficial to discuss possible redevelopment of <br />Pineview Estates North with the Metropolitan Council. It may be more appropriate to contact <br />Anoka County and MnDOT regarding the Dysprosium Street area as it relates to Highway 47 <br />improvements. <br /> <br />The consensus of the Council was to direct staff to contact the Metropolitan Council regarding <br />the redevelopment of Pineview Estates, to contact Anoka County and MnDOT regarding the <br />redevelopment of Dysprosium Street, and to contact the city of Minnetonka for information <br />regarding their revolving housing fund. <br /> <br />1) City Manager Form of Government <br /> <br />City Administrator Norman reviewed that the City Council discussed the City Manager form of <br />government during the work session of September 6, 2005. During that meeting, Council asked <br />for mo_re information regarding the distinguishing features between the City Administrator form <br />of government and City Manager form of government. Kevin Frazell, who presented this topic, <br />was not available to meet tonight· Mr. Frazell indicated he would be available to meet with the <br />Council in November or December. City Administrator Norman advised there has not been a <br />change from a City Administrator form of government to a City Manager form of government in <br />the state for approximately 20 years. <br /> <br />Mayor Gamec suggested if the Council were to decide to make a change in the form of <br />govemment, they may want the department heads to remain under the authority of the City <br />Council. <br /> <br />There was discussion of personnel issues associated with City Manager and City Administrator <br />forms of government. <br /> <br />Councilmember Elvig expressed concem with possible conflicts if the City Manager is not in <br />control of all of the employees. <br /> <br />Councilmember Pearson commented there will be turnovers within the City Council. He stated <br />in order to have a successful company there cannot continually be new people at the top, and the <br />City Manager being in control of all of the employees would provide more stability. <br /> <br />City Council Work Session / October 4, 2005 <br /> Page 2 of 6 <br /> <br /> <br />
