City Administrator Norman advised as the City grows the Council will need to assume more of a <br />policy role. <br /> <br />Councilmember Elvig commented that the City is currently run similar to an enterprise. The <br />biggest advantage he sees in a City Manager form of government versus a City Administrator <br />form of government comes down to the employment issue. <br /> <br />The consensus of the Council was to include the topic of the City Manager form of government <br />as part of the discussion with the organizational study and to direct staff to schedule Kevin <br />Frazell for a meeting with the Council after the results of the organizational study are complete. <br /> <br />Councilmember Elvig suggested there be consideration of a policy relating to Council <br />appointments in the case of a Council vacancy, rather than the current requirement of a special <br />election. <br /> <br />The consensus of the Council was to forward the topic of Council appointments to the Charter <br />Commission for discussion. <br /> <br />Assistant City Administrator Nelson informed the Council there will be Board and Commission <br />vacancies coming before the Council in the near future. <br /> <br />2) Newsletter Image Redesign <br /> <br />Assistant City Administrator Nelson reviewed that staff has been working on redesigning the <br />content and image of the City newsletter, the Ramsey Resident. In the most recent edition of the <br />Ramse~v Resident, a survey was included that provided residents an opportunity to submit <br />feedback regarding the newsletter. The survey was also made available on-line via the City's <br />website. <br /> <br />The Council reviewed and discussed the newsletter survey. <br /> <br />Assistant City Administrator Nelson stated staff has also been working with a local graphic <br />designer, Audra Leonard, to redesign the masthead and layout of the newsletter. She provided <br />the Council with an example of the proposed redesign. <br /> <br />The Council discussed the proposed redesign of the masthead and layout of the newsletter. <br /> <br />The consensus of the Council was that the current logo should remain on the newsletter, rather <br />than the option presented, to reduce the size of the block section on the second page of the <br />newsletter, to include a development update, and to include profiles of key staff members. <br /> <br />Assistant City Administrator Nelson indicated at this time the City only publishes the contact <br />telephone number provided by the Councilmembers. <br /> <br />The Council discussed whether email addresses should be published for the Councilmembers. <br /> <br />City Council Work Session / October 4, 2005 <br /> Page 3 of 6 <br /> <br /> <br />
