A combination of shrubs and both evergreen and deciduous <br /> trees should be utilized. <br /> · Both shrub species, Small Cranberry (Vacciniurn oxycoccus) and Common Juniper <br /> (,luniperus communis), must be replaced with species that have larger growth <br /> characteristics. The new species must be well suited for this site (small cranberry is more <br /> appropriate for bogs/marsh areas). <br /> · Planting schedule should include the Latin nomenclature as well as the common name of <br /> the plant material. <br /> <br />A revised landscaping plan is required that addresses these concerns. <br />Tree Preservation Plan: The tree preservation plan is generally acceptable. Tree save fencing <br />must be installed prior to the commencement of any construction activity. Tree save fencing <br />shall be installed at the dripline of individual trees and/or groups of trees. Due to the presence of <br />oak trees on and adjacent to the development area, a plan must be submitted outlining the actions <br />that will be taken to protect those trees from oak wilt. Any clearing involving oak trees cannot <br />occur between April 15 and July 15 to help protect against oak wilt. <br />Density Transition: The preliminary plat for tiffs development was approved by City Council <br />contingent upon compliance with the Staffreview letter dated September 9, 2005. That letter <br />noted the need for additional plantings for screening/buffering purposes on certain lots. The <br />landscaping plan, dated April 6, 2006, did not incorporate any extra plantings for Lots 1 and 8, <br />Block 4 or Lots 1, 4, and 5, Block 5. It is Staff's opinion that additional landscaping is still <br />necessary to satisfy the density transitioning requirements. Plantings should be a combination of <br />decidu~s and coniferous overstory trees as well as ornamental trees. A revised plan must be <br />submitted. <br /> <br /> Wetlands: A substantial portion of the property is wetland, which has been delineated and <br /> encumbered with drainage and utility easements on the f'mal plat. Staff feels that the trail along <br /> Trott Brook sufficienily delineates the wetland within this phase, and will not be recommending <br /> monumentafion in this area. <br /> <br /> Trott Brook Corridor: The acquisition of a conservation and trail easement along the Trott <br /> Brook Corridor was completed on April 6, 2006. The acquisition was funded through the LCMR <br /> Grant. <br /> <br /> Streets and Access: The proposal for the this phase of the development includes the construction <br /> of 170th Trail (within the Second Addition and westward to the First Addition); 170tl~ Avenue; <br /> 169th Avenue; Garnet and Feldspar Streets. The Second Addition also includes the construction <br /> of mm and bypass lanes on Nowthen Boulevard. A temporary cul-de-sac is proposed at the <br /> southern terminus of Feldspar Street and a four-legged roundabout is proposed for the <br /> intersection of 170th Avenue and Garnet Street. The lots located around the roundabout will be <br /> restricted to driveway locations as shown in the Final plat submittal. Access along Nowthen <br /> Boulevard is being dedicated to Anoka County except for at the intersection with 170th Avenue. <br /> <br />-267- <br /> <br /> <br />
