CASE #: ~ <br /> <br />REQUEST ]FOR REVISED FINAL PLAT AND ]FINAL SITE PLAN <br />APPROVAL OF MEADOW; <br /> CASE OF GM LAND DEVELOPMENT, INC. <br /> By: Sylvia Frolik, Asst. Community Development Director <br /> <br />Background: <br /> <br />As you may recall, on February 28, 2006, City Council granted final plat and final site plan <br />approval of Meadow. The property is located in the southeast quadrant of C.S.A.H. #5 and <br />Alpine Drive N.W. The subject property is approximately 50 acres in size and includes the City <br />Hall campus, three existing residential lots to the south, and the Dental Office lot on the comer of <br />Nowthen Blvd. and Alpine Drive. The final plat approved at that time proposed to create 46 new <br />single family lots, replat and reduce the size of the 3 existing residential lots south of City Hall, <br />replat the dental clinic parcel into two lots, and preserved 2 public/quasi-public sites. The <br />following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Approved final plat of February 28, 2006 <br />c) Proposed revised f'mal plat and site plan <br />d) City Council meeting minutes dated February 28, 2006 <br />e) City StaffReview Letter dated February 22, 2006, revised April 19, 2006 <br />f) Engineering Memo dated April 20, 2006 from Leonard Linton to Keith Willenbring <br />g) l?roposed resolution for revised final plat approval <br />h) ~roposed development agreement <br /> <br />Notification: <br /> <br />Staff attempted to notify owners of property within 700 feet of the subject property of the <br />preliminary plat public heating in November of 2005. No notification is required for final plats. <br /> <br />Observations: <br /> <br />As part of the final plat approval on February 28, 2006, the City Council noted the need to <br />replace the Fire Department access to Alpine Drive. City Staff was directed to work with the <br />Developer to provide for that access via the new segment of Helium Street to be constructed. <br />City Staff reviewed the site plan and requested the Developer to implement the following: <br />Construct a driveway from the Fire Department to Helium through Lot 21. City would retain <br />ownership of Lot 21 and when the interim access is abandoned, the City has the option to <br />develop the lot. The Developer would then be allowed to plat one additional lot in the plat to <br />replace the lot dedicated to the City for access to Helium. The Development Agreement has been <br />amended accordingly and specifies that construction shall be managed in a way that there shall be <br />no interruption of Fire Department access to either Nowthen Blvd. or Alpine Drive. <br /> <br />-285- <br /> <br /> <br />
