She indicated that according to the Park <br />and Trail Plan, a trail will be required to be constructed along Armstrong Boulevard to the extent <br />of the plat boundary. She stated that the Parks Commission will review this application to <br />determine exact locations. <br /> <br />Associate Planner Dalnes stated that Staff is requiring that all sewer and water infrastructure be <br />installed prior to the construction of the streets. She indicated that the applicants have not <br />submitted information regarding the proposed water source for the proposed lots. <br /> <br />Associate Planner Dalnes noted that since reports were sent out, the concerns about the <br />Wolverine Street construction has been addressed. She stated that Staff is recommending <br />approval based on revisions. <br /> <br />Community Development Director Trudgeon reviewed the site plan for both developments. <br /> <br />Vice Chairperson Johnson noted that because these homes are in the middle of the property, they <br />do not have the same density transition issues as the previous cases. <br /> <br />Community Development Director Trudgeon agreed. <br /> <br />Vice Chairperson Johnson asked if Rum River Prairie would be full build-out. <br /> <br />Community Development Director Trudgeon indicated that it would. <br /> <br />Public Input <br /> <br />Vice Chairperson Johnson opened the public hearing at 9:40 p.m. <br /> <br />Barb Johnson, 8455 167~ Lane, indicated she runs by the area quite often. She stated she is <br />opposed to cluster development in general. She indicated that the Planning Commission says <br />their hands are tied by City Ordinance, yet their hands were not similarly tied when the City was <br />at one-acre minimums and decided to go to this. She stated that she wants the Planning <br />Commission to go back to the City Council and say the residents do not like it, and they want <br />Ramsey back to when they platted one acre at a time. <br /> <br />Robert Tomaszewski, 17220 Tiger Street, indicated his concern previously was about Wolverine <br />coming into his back yard, and it still does. He stated that his concern is the misuse of eminent <br />domain by some cities. He indicated he wants to know if it could be developed to continue <br />Wolverine by taking his property. <br /> <br />Community Development Director Trudgeon stated that the City Council is requesting that roads <br />be extended as much as possible to avoid having to gain fight-of-way for road extensions in the <br />future. <br /> <br />Planning Commission/March 2, 2006 <br /> Page 17 of 31 <br /> -31- <br /> <br /> <br />
