City of Ramsey <br />Anoka County, Minnesota <br />Request for Proposals for <br />"Ramsey Town Center Cinema" <br /> <br />1. Introduction and Executive Summary <br /> <br />The City of Ramsey ("City"), is inviting pre-qualified cinema developers and operators along <br />with their design and/or construction team ("Developer Team") to submit proposals relating to <br />the development of up to a 3000 seat Multi-plex movie theater (The "Project") located in the <br />Ramsey Town Center: a 370 acre Mixed-Use Development Project located in the City of <br />Ramsey Minnesota on Sunwood Drive. The Ramsey Town Center Masterplan (exhibit A), a <br />detailed site plan (Exhibit B), City's adopted Design Guidelines and architectural renderings of a <br />potential theater which would be suitable for this Project are included a~ attachments. <br /> <br />The City has entered into a Real Estate option and Purchase Agreement with the current land <br />owner to secure necessary property in preparation for the Project. In addition, the City is <br />currently constructing a 580 car parking structure which may be made available to the Project <br />according to terms and conditions mutually acceptable to both parties. <br /> <br /> To caffitalize on the potential that the Project offers, the City is seeking the right firm, or group <br /> of firms, to serve as the Developer/Operator Team for the cinema. The City will work closely <br /> with the Developer Team towards all required approvals. Involvement by City, however, does <br /> not relieve the Developer Team of its responsibilities and obligations reflected in this Request for <br /> Proposal ("RFP"). <br /> <br />2. The Project Area <br /> <br />Over the past five years, the City of Ramsey and Ramsey Town Center, LLC ("Master <br />Developer") have been actively developing Ramsey Town Center. Ramsey Town Center is a <br />370-acre, mix'd-use development located on U.S. Highway 10 between Ramsey Blvd. and <br />Armstrong Blvd. in the City of Ramsey. The Ramsey Town Center will have over 2,800 housing <br />units, 775,000 square feet of commercial, retail, office, and civic uses, a transit station for the <br />potential future Northstar Commuter Rail, and 25 acres of new parkland. The Ramsey Town <br />Center design is based on New Urbanism and Transit-Oriented Design principles that emphasize <br />pedestrian orientation, a mix of land uses, and connections to existing trails in Ramsey- The <br />Ramsey Town Center is practical solution that will meet the community's needs for shopping, <br />employment, and residential options and is especially important as the project will create a <br />central and identifiable "downtown" in a city that does not have one. <br /> <br />Ramsey Town Center Cinema - Request for Proposals <br />I ofll <br /> <br />-344- <br /> <br /> <br />
