· The City approved numerous residential subdivisions within the Ramsey Town Center <br /> with 665 new residential units approved in the last two years. <br />· Additional projects expected to begin construction in the upcoming year include the <br /> Asissi Restaurant and Night Club, a 50,000 square foot office/retail building, a senior <br /> housing project and additional retail/commercial buildings. <br />· The City was awarded $1.40 million $$ for provision of express bus service to <br /> Minneapolis and expansion of the park and ride facility. <br /> <br />2.1 Overview & Background <br />The site area is characterized as "main street" Ramsey Town Center. Located directly adjacent <br />to the Municipal Parking Ramp, numerous shops and multi-story housing, the City Center Park <br />and a potential furore Noffiastar Commuter Rail stop, this location can be described as the <br />cultural and entertainment center of the area. The cinema's proposed street-fi-om orientation <br />allows for sidewalks immediately next to the entire fagade of thebuilding, easy access by car, <br />pedestrians, transit or local area bus shuttles in the near furore. <br /> <br />2.2 Preliminary Plans/General Expectations <br />The City believes that the Project has unique transportation, visibility and market characteristics <br />especially attractive to a cinema developer. The locational proximity to the Ramsey Town Center <br />Project, future commuter rail, a new Mississippi River bridge crossing and a fully upgraded <br />TH 10 are all aspects of a well positioned property suitable for redevelopment. Development, Infrastructure and Land Use Planning <br /> <br />3.1 Roads, Utifities and Zoning . -_ <br />The City and RTC, LLC have completed all necessary utility and street infrastructure to service <br />the Project site. The Ramsey Municipal Parking Ramp is under construction and is scheduled for <br />completion by July 2006. The proposed cinema will require Preliminary and Final Plat and Site <br />Plan approvals and will need a Conditional Use Permit in the TC-1 zoning district. <br /> <br />3.2 Access and Parking ~ <br />The Concept Plans (Exhibit X) indicates that the theater will have direct pedestrian and vehicular <br />access fi-om Sunwood Drive. Access to parking will be on the easterly side of the building <br />adjacent to a new stair tower from the Municipal Parking Garage - hopefully directly into the <br />proposed cinema building. Current city parking ordinance requires .25 stalls per seat or <br />approximately 750 stalls. The Municipal Parking Garage will have approximately 350 to 500 <br />stalls available evenings and weekends (all day) for potential use by a cinema. There is a <br />proposed 238 car surface parking facility directly south and west of the cinema that will have <br />cross-easements for cinema use and 200 future parking structure stalls will be available for use <br />on evenings and weekends.
