3.2.1 Parking Availability and Operations and Maintenance Costs <br />The City will make parking available to the Developer to meet city requirements for <br />parking (3000 seats = 750 stalls) within the Parking District established in and around the <br />Project area. The Developer/Operator will be required to pay Operations and <br />Maintenance for the use of these stalls. <br />Structures stalls provided to the cinema will be "Shared Use" stalls whereby which the <br />cinema does not have exclusive rights to the stalls but merely shares them with another <br />opposite-peak user (park and ride or city hall employee use). Cost ofO & M fee's to be <br />paid by the cinema will levied at a 50%/50% basis with the other use. As a means to <br />calculate a rough basis of this cost, any stall provided in the parking structure for the <br />cinema will be charged at the rate of $125 per stall per year and the park and ride use will <br />be allocated $125/year/stall.(this was confusing to me - do you have to break out park <br />and ride stall?) Any surface stall used by the cinema as an exclusive stall, will be <br />charged the rote of$110/year for year one. Each of these will have normal yearly <br />escalators as costs increase over time. . .- <br />As an example: Assuming 500 stalls are shared in the parking structure, this would result <br />in a year one cost of $125/year per stall or $62,600. If the additional stalls are provided <br />in a surface parking lot, the yearly costs for those stalls would be $27,500 (250 stalls x <br />$110/year) for a total parking O & M for year one of $90,000. <br /> <br />The Developer must include these yeariy parking Operations and Maintenance costs, <br />along with other Common Area Maintenance collected by the Master Developer as part <br />of their Financial Feasibility. <br /> <br />4. Proposal Information <br /> <br />4.1 Development Team Identification and Experience <br /> <br /> · Provide the name. address, and telephone numbers of the development team. Include <br /> resumes and a description of background experience of each principal and of each person <br /> having major responsibilities for project development. <br /> <br />Identify the type of legal entity with whom the Agency would contract (e.g., individual, <br />corporation, partnership, joint venture, other). If the legal entity with which the Agency <br />would contract is different than the parent corporation, please indicate the relationship <br />and degree of control and whether the parent corporation will guarantee performance or <br />provide some other such guaranty. <br /> <br />Identify and describe any relationship the development team may have with subsidiaries, <br />joint ventures partners or others who are significant to the project development. <br /> <br />Provide documentation demonstrating that the development team is qualified to <br />undertake the proposed project, including: <br /> <br />Experience with the product type proposed by respondent; <br />Experience with developments in other urban areas; <br /> <br />Ramsey Town Center Cinema - Request for Proposals <br />4 ofli <br /> <br />-347- <br /> <br /> <br />
