say now that there is this ordinance and now the developer is in control is wrong, and needs to be <br />revised to save Ramsey. <br /> <br />Mr. Frame indicated that what this will do is turn Ramsey into a bad Coon Rapids, and Coon <br />Rapids is bad news. He stated that if at ali possible, Ramsey needs to reverse this ordinance. He <br />indicated that they can let the developers develop, but need to put it back to one acre or two and a <br />half acre lots. He stated the cluster ordinance does not make any sense except for money. <br /> <br />Leeann Kreager, 17221 Tiger Street, indicated they have a 30-mph street, but no one drives 30. <br />She stated if they get 30 more houses, they will think this is a drag strip. She stated she has <br />called the police to come out many times, and it is a big safety issue. She asked who is <br />responsible if something happens to the community septic system. <br /> <br />City Engineer Jankowski indicated that one requirement of the septic system is that there is a <br />management authority that will maintain the system. He stated there is also a surety bond that <br />ensures funds will be available. <br /> <br />Ms. Kreager asked if there is a big sewer system and then five years down the road City sewer <br />and water comes in, who pays for the City services. <br /> <br />Community Development Director Trudgeon stated that the owners are notified when they buy <br />the property on how the property can develop. He indicated that when services came the City <br />would have collected sewer trunk fees so they would not have to pay the fee at that time. He <br />stated that the fees are collected fi.om the developer, not the taxpayers. <br /> <br />Jim ICuhlmey, 1725 Annstrong Boulevard, indicated that 171~ dead ends on his land. He stated <br />he has the same concern as the other gentlemen with Wolverine, and asked how he could know <br />that the City will not take his land. <br /> <br />Community Development Director Trudgeon stated that he does not know why the City would <br />need the access if Mr. Koomie is not developing. <br /> <br />Jeanne Sigler, 17151 Bough Street, indicated that one thing that is sticking in her head is that <br />everyone is asking what is the hurry. She asked why more time was not taken before making <br />these big decisions. She noted that the reason given was that there is a 120-day timeframe. <br /> <br />Vice Chairperson Johnson advised that the cluster ordinance is in effect now. He stated that <br />some time ago the legislature determined that timelines should be put in to avoid cities receiving <br />applications and not acting on them, so they determined that the City Council must take action <br />within 60 days. He stated that the applicant or the City, or both, are allowed to extend that for an <br />additional 60 day, but it is State statute. He indicated that the subject of ordinances and <br />development is something that is always evolving in a city. He explained that the City Council <br />was not satisfied with the old two and a half acre lots because they say problems developing <br />those two and a half acre lots when City services came in. <br /> <br />Planning Commission/March 2, 2006 <br /> Page 19 of 31 <br /> -33- <br /> <br /> <br />
