BURNS TOWNSHIP FIRE SERVICE
By: Dean Kapler, Fire Chief

Background:

For several months Fire Department Staff along with Public Safety Board representatives
Mayor Gamec and Councilmember Pearson have been engaged in preliminary
discussions with Bums Township about ideas to provide fire service to both
communities. Ramsey's motivation for this idea is to provide better coverage for the
northern portion of the city without construction of a 3ra fire station in the immediate
future. For Bums, this idea represents an opportunity to have a working fire station within
their borders to respond to their communities needs at a lower startup cost as compared to
creating a fire department on their own. The goal would be to establish a detailed
relationship to provide mutual benefit at an appropriate shared cost to both communities
for a semi long-term such as a minimum often years.

Staff feels it is in the interests of both communities to sign a "Memo of Understanding"
(attached) to show commitment to this process.

As discussions proceed, staff is requesting a representative of the Finance Committee be
appointed to review proposed details of the financing, along with bringing
communications back to full council.

Staff Recommendation:

Authorize Mayor and City Administrator to commit to a "Memo of Understanding" to
proceed with establishing details of the relationship. This memo will also be signed by
the Township Chair and Burns Township Clerk. Also appoint a representative from the
Finance Committee to work with staffon developing details of the relationship.

Council Action:

Based on discussion

Reviewed By:
City Administrator
Finance Director
Fire Chief

CC: 04/25/2006

-355-
