Ms. Jackson indicated that she has heard there are six homes for every one buyer right now, and <br />she is concerned about being able to sell these homes. She stated that she wonders if the City <br />Council or Planning Commission went to any other cities where they have a proven cluster <br />ordinance that works. <br /> <br />Associate Planner Dalnes noted that the MPCA is responsible for approving the septic system. <br />She indicated they have a permit of about 85 pages that they use to approve the systems. She <br />noted that on the City website is some information on cluster ordinances. She added that Staff <br />went to places around Minnesota to see some cluster developments with common septic systems <br />in effect. <br /> <br />Sherry Frame, 8901 167th Lane, stated she does not'fall within 700 feet, but is a stone's throw <br />fi.om it. She indicated that she feels 700 feet, while double the requirement, is lacking for this <br />kind of situation. She stated that the fact that there are this many residents at the meeting speaks <br />volumes. She indicated that as far as the subdivision itself, 4% of the residents were notified. <br />She asked if any of the information on this ordinance was in the newsletter, because she would <br />have liked to see it. She stated that she thinks the city is being developer driven, which is <br />unfortunate. She indicated that while they are proposing 31 units now, it will be 130 units when <br />it fully develops. <br /> <br />Ms. Frame stated that the Gun Club owner is paying $8 million to mn sewer and water to that <br />property, and he will be reimbursed when others tap into that line. She indicated that they are not <br />talking about the City coffers in terms of determining when services will be available, but how <br />deep the developer's pockets go. She stated that right now they have a horse farm in their <br />neigh[orhood, but when there are 1'20 homes next to it, she believes there will be some <br />neighborly issues. She indicated that should be a consideration before this is approved, but she <br />does not see a comprehensive plan. <br /> <br />Ms. Frame asked what the traffic looks like, and whether sidewalks will be required. She stated <br />that she feels that cluster developments have some issue? .that she would like to see worked out <br />before anything is approved. <br /> <br />Jeff Sigler, 17151 Baugh, stated that he is the homeowner with horses, and he also wonders what <br />will happen when the new neighbors expect him to follow the horses around with a doggy bag. <br /> <br />Community Development Director Trudgeon indicated that Mr. Siegler is allowed under the <br />ordinance to have horses as long as the manure is stored 75 feet from the property line, he would <br />be in compliance with city ordinance. <br /> <br />Mr. Sigler asked if the ordinance was changed because of owners with two and a half-acre lots <br />who wanted to develop. <br /> <br />Vice Chairperson Johnson explained that the problem came when two and a half acre lots fell <br />into urban areas starting to be serviced by City services.
