Tim Frame, 8901 167th Lane, indicated that they cannot consider the 31 separate fi.om the <br />possible development on the west side of Armstrong. He stated that when talking about sewer <br />and water they need to know exactly what they are going to do with the full plan. He indicated <br />that it does not make sense to do this piecemeal. He stated that he thinks the way people were <br />informed was kind of ignorant. He indicated that people would like to trust their elected <br />officials, and those hired to help run the city. He stated it is too easy to break that trust, and it <br />was broken, and it hurts. He indicated that people do read the City newsletter, and it should have <br />been in there. He stated he would guarantee there would have been a reaction. He indicated that <br />when you have a notice that you know most people will not look at, you are deceiving people. <br /> <br />Steve Slettner, TEC Design & Engineer responsible for both projects, indicated that he wants to <br />make it clear that there is a cluster ordinance, and that they are here under that ordinance. He <br />stated that he is not a resident, but both developers are fi.om Ramsey. He indicated that he gets <br />every Planning Commission agenda and City Council agenda through a web link directly to his <br />email. He stated he is not here to argue the cluster ordinance, because there is a cluster <br />ordinance. <br /> <br />Mr. Sletmer indicated that on July 12, 2005 they presented a concept. He stated that was eight <br />months ago, and at that time they were told there was a study the City was doing on road plans, <br />and they were asked to wait, which they did. He indicated that they were then told there was an <br />intersection that they would need to connect to, and they are complying with that also. He stated <br />they are not asking for variances, and added that there would be a sidewalk. <br /> <br />Mr. Slettner stated that they are trying to plan for future development by providing stubs, but <br />those stubs do not have to continue until the adjoining property owners want to develop. He <br />indicated that they have heard clearly that the adjacent property owners do not want to develop <br />now, but if their children inherit the land, or at some time it is sold, they may want that stub. He <br />stated that they are preserving that option. <br /> <br />Mr. Sletmer indicated that they have met with the MPCA and reviewed the standards and <br />requirements, and there is a 90-day review period that they developer will work through with the <br />MPCA. He stated that the technology of the septic system they are using is different than just <br />expanding a single-family system. He indicated that what they are doing is taking a City septic <br />system and bringing it down to a smaller scale, which provides a much better option. He stated <br />that the septic system will have a management company monitoring it, rather than just the <br />homeowners association. He indicated there are similar systems being used in other cities <br />successfully. <br /> <br />Shirley Wensmann, 16770 Andre Street, stated that the Planning Commission needs to take a <br />look at Ramsey as a whole. She indicated that they have one-acre lots, and two-acre lots, and <br />then there are these clusters. She stated they look like blisters on the community. She indicated <br />that she thinks it is okay for the Planning Commission to say Ramsey will be different than other <br />cities doing clusters. She stated that the Planning Commission needs to look at the city as a <br />whole on how it develops.
