City Administrator Norman advised this delegation authorization is eligible under the City's Out- <br />of-State Travel Policy. The policy requires the event to be approved in advance by the City <br />Council at an open meeting, including the costs and a discussion of the purpose for the travel. <br /> <br />Mayor Gamec directed staff to provide the Council with final costs for the delegation. <br /> <br />Councilmember Strommen directed staff to provide the Council with the full itinerary for the <br />trip. <br /> <br />Councilmember Cook commented the Weekly Update fully explained this delegation. He noted <br />the benefit of the possible Chinese trade office being located in Ramsey. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Pearson, to ratify the <br />recommendation of the Finance Committee in Case No. 2 and to recommend that the City <br />Council authorize Council Contingency Fund to fund the three person China Delegation visit in <br />an amount not-to-exceed $4,500, with the caveat of a round-table discussion with area business <br />people. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Olson, Pearson, and Cook. <br />Voting No: Councilmember Strommen. Absent: Councilmembers Elvig and Jeffrey. <br /> <br />3) Discussion on Fire Service in Burns Township <br /> <br />Councilmember Strommen explained Fire Chief Kapler has requested a representative of the <br />Financ~ Committee to serve on a committee and work with him in negotiating a contract with <br />Bums Township for fire service. 'The case was tabled to the next meeting to allow <br />Councilmember Jeffrey to provide input. <br /> <br />Mayor Gamec directed staff to inform Councilmember Jeffrey of the commitment that will be <br />needed to attend the meetings with Bums Township. <br /> <br />Case #12: Report from Personnel Committee <br /> <br />1) Discussion Regarding Adoption of Revised Personnel Policy <br /> <br />Human Resources Manager Reed explained this case is regarding adoption of a revised <br />personnel policy. Staff, including department heads and the City Administrator, recently <br />completed a comprehensive review of the City's personnel policy. Currently, some sections of <br />the personnel policy are revised by ordinance and others are revised by resolution. Staff has <br />combined all sections of the personnel policy into one document which will be adopted, and <br />subsequently revised, by resolution. Staff has highlighted sections of the policy for the Council <br />to review.
