City Administrator Norman advised this delegation authorization is eligible under the City's Out-
of-State Travel Policy. The policy requires the event to be approved in advance by the City
Council at an open meeting, including the costs and a discussion of the purpose for the travel.

Mayor Gamec directed staff to provide the Council with final costs for the delegation.

Councilmember Strommen directed staff to provide the Council with the full itinerary for the
trip.

Councilmember Cook commented the Weekly Update fully explained this delegation. He noted
the benefit of the possible Chinese trade office being located in Ramsey.

Motion by Councilmember Olson, seconded by Councilmember Pearson, to ratify the
recommendation of the Finance Committee in Case No. 2 and to recommend that the City
Council authorize Council Contingency Fund to fund the three person China Delegation visit in
an amount not-to-exceed $4,500, with the caveat of a round-table discussion with area business
people.

Motion carded. 'The case was tabled to the next meeting to allow
Councilmember Jeffrey to provide input.

Mayor Gamec directed staff to inform Councilmember Jeffrey of the commitment that will be
needed to attend the meetings with Bums Township.

Case #12: Report from Personnel Committee

1) Discussion Regarding Adoption of Revised Personnel Policy

Human Resources Manager Reed explained this case is regarding adoption of a revised
personnel policy. Staff, including department heads and the City Administrator, recently
completed a comprehensive review of the City's personnel policy. Currently, some sections of
the personnel policy are revised by ordinance and others are revised by resolution. Staff has
combined all sections of the personnel policy into one document which will be adopted, and
subsequently revised, by resolution. Staff has highlighted sections of the policy for the Council
to review. Staff and the Personnel Committee recommend adoption of the resolution revising the
personnel policy.

City Council / April 11, 2006
-83-
