Motion by Councilmember Cook, seconded by Councilmember Pearson, to ratify the <br />recommendation of the Personnel Committee in Case No. 1 and to adopt Resolution #06-04-I 18 <br />revising the personnel policy. <br /> <br />Further discussion: Mayor Gamec inquired if there is a sexual harassment policy in place, and <br />about upcoming seminars relating to this issue. Human Resources Manager Reed responded <br />there is a policy in place. There was a seminar held about 1 ½ years ago, and they are usually <br />held about every other year. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Olson, and <br />Strommen. Voting No: None. Absent: Councilmembers Elvig and Jeffrey. <br /> <br />2) <br /> <br />Introduction of an Ordinance Amending Section 3.20, Personnel Policy and <br />Section 3.14, Police Department <br /> <br />Human Resources Manager Reed explained the proposed ordinance will amend Section 3.20, <br />Personnel Policy and Section 3.14 Police Department. Section 3.20, Personnel Policy, will be <br />amended to note that the City's personnel policy will be removed from the City Code and that it <br />was adopted by resolution, and in the future it will be amended by resolution. Section 3.14, <br />Police Department, will be amended by adding language from Section 3.20, Personnel Policy, <br />which allows the Ramsey Police Department to conduct pre-employment criminal background <br />checks. Staff and the Personnel Committee recommend that the City Council introduce an <br />ordinance amending Section 3.20, Personnel Policy and Section 3.14, Police Department. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to ratify the <br />recommendation of the Personnel Committee in Case No. 2 and to introduce an ordinance <br />amending Section 3.20, Personnel Policy and Section 3.14, Police Department. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Pearson, and <br />Strommen. Voting No: None. Absent: Councilmembers Elvig and Jeffrey. <br /> <br />3) Authorization to Recruit a Patrol Officer <br /> <br />Human Resources Manager Reed explained in the 2006 budget the City Council included <br />funding for an additional patrol officer position. Staff and the Personnel Committee recommend <br />the City Council grant authorization to begin the recruitment process for a patrol officer. <br /> <br />Motion by Councilmember Cook seconded by Councilmember Pearson, to ratify the <br />recommendation of the Personnel Committee in Case No. 3 to adopt Resolution #06-04-119 to <br />grant authorization to begin the recruitment process for a patrol officer. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Olson, and <br />Strommen. Voting No: None.
