Motion by Councilmember Cook, seconded by Councilmember Pearson, to ratify the recommendation of the Personnel Committee in Case No. 1 and to adopt Resolution #06-04-I 18 revising the personnel policy. Further discussion: Mayor Gamec inquired if there is a sexual harassment policy in place, and about upcoming seminars relating to this issue. Human Resources Manager Reed responded there is a policy in place. There was a seminar held about 1 ½ years ago, and they are usually held about every other year. Motion carded. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Olson, and Strommen. Voting No: None. Absent: Councilmembers Elvig and Jeffrey. 2) Introduction of an Ordinance Amending Section 3.20, Personnel Policy and Section 3.14, Police Department Human Resources Manager Reed explained the proposed ordinance will amend Section 3.20, Personnel Policy and Section 3.14 Police Department. Section 3.20, Personnel Policy, will be amended to note that the City's personnel policy will be removed from the City Code and that it was adopted by resolution, and in the future it will be amended by resolution. Section 3.14, Police Department, will be amended by adding language from Section 3.20, Personnel Policy, which allows the Ramsey Police Department to conduct pre-employment criminal background checks. Staff and the Personnel Committee recommend that the City Council introduce an ordinance amending Section 3.20, Personnel Policy and Section 3.14, Police Department. Motion by Councilmember Cook, seconded by Councilmember Olson, to ratify the recommendation of the Personnel Committee in Case No. 2 and to introduce an ordinance amending Section 3.20, Personnel Policy and Section 3.14, Police Department. Absent: Councilmembers Elvig and Jeffrey. 3) Authorization to Recruit a Patrol Officer Human Resources Manager Reed explained in the 2006 budget the City Council included funding for an additional patrol officer position. Staff and the Personnel Committee recommend the City Council grant authorization to begin the recruitment process for a patrol officer. Motion by Councilmember Cook seconded by Councilmember Pearson, to ratify the recommendation of the Personnel Committee in Case No. 3 to adopt Resolution #06-04-119 to grant authorization to begin the recruitment process for a patrol officer. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Olson, and Strommen. Voting No: None.
